Abstract

Penjaminan Mutu Internal merupakan salah satu cara yang dapat dilakukan perguruan tinggi untuk selalu menjaga mutu pendidikan dan menghasilkan lulusan yang kompeten dan diakui oleh masyarakat. Kegiatan penjaminan mutu masih belum terlaksana secara optimal. Penelitian ini menganalisis keunggulan bersaing dalam sistem penjaminan mutu internal fakultas di UPI dengan rumusan masalah terdiri atas analisis terhadap kebijakan SPMI fakultas, Implementasi SPMI, faktor penghambat, strategi peningkatan SPMI serta analisa terhadap keunggulan bersaing fakultas. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Pengumpulan data dilakukan melalui wawancara, studi dokumentasi dan observasi. Analisis data dilakukan melalui tahap reduksi data, display data serta kesimpulan dan verifikasi. Hasil penelitian menunjukkan : (1) Kedua fakultas telah memiliki kebijakan SPMI dengan mengacu pada penjaminan mutu universitas dan ditulis dalam bentuk buku. (2) Pelaksanaan SPMI belum optimal dilaksanakan, sosialisasi tentang SPMI belum dilaksanakan secara berkesinambungan, membentuk tim SKM untuk mengorganisir pelaksanaan SPMI, (3) belum optimalnya kinerja pimpinan, staf dan dosen, kurangnya kesadaran dan rendahnya motivasi, dukungan dana yang masih terbatas, SPMI masih diterapkan pada tataran administratif, kurangnya komitmen dalam pelaksanaan penjaminan mutu serta kurangnya intensitas komunikasi yang dilakukan antara bawahan dengan atasan menjadi hambatan dalam pelaksanaan SPMI (4) strategi peningkatan SPMI dilakukan melalui strong leadership, pelatihan , workshop dan pembentukan budaya mutu secara bertahap. (5) Keunggulan bersaing dalam SPMI dapat dilihat pada berbagai aspek Tridharma Perguruan Tinggi.;Internal Quality Assurance is one way that universities can do to always maintain the quality of education and produce graduates who are competent and recognized by the community. Quality assurance activities have not been carried out optimally. This study analyzes the competitive advantage in the faculty's internal quality assurance system at UPI with the formulation of the problem consisting of an analysis of the faculty SPMI policies, SPMI implementation, inhibiting factors, SPMI improvement strategies and an analysis of the faculty competitive advantage. This research used a qualitative approach with descriptive methods. Data collection was done through interviews, documentation studies and observations. Data analysis was carried out through the stages of data reduction, data display as well as conclusions and verification. The results showed: (1) Both faculties have SPMI policies with reference to university quality assurance and are written in book form. (2) SPMI has not been implemented optimally, socialization about SPMI has not been carried out on an ongoing basis, forming an SKM team to organize SPMI implementation, (3) not yet optimal performance of leaders, staff and lecturers, lack of awareness and low motivation, limited funding support, SPMI still applied at the administrative level, the lack of commitment in the implementation of quality assurance and the lack of intensity of communication between subordinates and superiors became obstacles in the implementation of SPMI (4) the SPMI improvement strategy was carried out through strong leadership, training, workshops and the formation of a quality culture in stages. (5) Competitiveness in SPMI can be seen in various aspects of Higher Education Tridharma.
