Abstract

Penelitian ini dilatarbelakangi adanya permasalahan dalam mengimplementasikan pendidikan inklusif terutama di tingkat sekolah dasar. Berdasarkan hasil temuan di lapangan, ditemukan sekolah inklusif di Sukabumi yang tidak menerima anak berkebutuhan khusus, belum memberikan pelayanan yang sesuai, dan belum ada pengembangan kemampuan guru dalam mengimplementasikan pendidikan inklusif. Demi terselesaikan permasalahan tersebut, maka dibutuhkan program pengembangan implementasi pendidikan inklusif. Tujuan dari penelitian ini adalah mendapatkan profil implementasi pendidikan inklusif dan pembuatan program pengembangannya pendidikan inklusif di SD Cisarua Kota Sukabumi. Metode penelitian yang digunakan yaitu metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data melalui observasi, wawancara dan studi dokumentasi. Hasil penelitian ini profil implementasi pendidikan inklusif berdasarkan indikator indeks inklusif CSIE dan program pengembangan implementasi pendidikan inklusif di SD Cisarua Kota Sukabumi yang berjangka pendek dan panjang. Melalui program pengembangan jangka pendek, sekolah tergerak untuk terus mensosialisasikan sekolah inklusif dan anak berkebutuhan khusus kepada orang tua siswa umum agar penerimaannya terhadap siswa berkebutuhan khusus lebih baik lagi. Pemahaman guru-guru mengenai proses identifikasi, asesmen, dan perancangan pembelajaran sesuai dengan kebutuhan anak pun bertambah. Sedangkan program jangka panjang berupa pelatihan dan workshop pengembangan guru dalam mengimplementasikan pendidikan inklusif yang belum terlaksana. Pihak sekolah mengharapkan agar pemerintah dapat membantu dalam upaya terlaksananya program tersebut. This research is motivated by the problems in implementing inclusive education, especially at the elementary school level. Based on the findings, it was found that inclusive schools in Sukabumi have not accept children with special needs, have not provided appropriate services, and have not developed the ability of teachers to implement inclusive education. To solve these problems, a development program of inclusive education implementation is needed. The purpose of this research is to obtain a profile of the implementation of inclusive education and to establish development program for the implementation of inclusive education in SD Cisarua, Sukabumi. The research method used is descriptive method with a qualitative approach. Data collection techniques used through observation, interviews and documentation studies. The results of this study are the profile of inclusive education implementation based on the inclusive index indicators of CSIE and the development program for the implementation of inclusive education in SD Cisarua, Sukabumi, in a short and long term. Through short-term development programs, schools are moved to continue to socialize inclusive schools and children with special needs to parents of general students so that their acceptance of students with special needs is even better. Teachers' understanding about the process of identification, assessment and learning design according to the children’ need also increased. While the long-term program like training and workshops for teacher development in implementing inclusive education have not been implemented. The school hopes that the government can help in the implementation of these program.
