Abstract

Kajian ini didasarkan atas tuntutan guru harus memiliki kompetensi teknologi informasi dan komunikasi sesuai dengan perkembangan pendidikan di Indonesia sehingga dikembangkan portal Rumah Belajar sejak tahun 2011. Permasalahannya adalah bagaimana guru memanfaatkan portal Rumah Belajar tersebut untuk meningkatkan kompetensi teknologi informasi dan komunikasi. Penelitian ini menggunakan pendekatan embedded mixed methods dengan teknik pengumpulan data observasi, wawancara, dan studi dokumen di Pustekkom Kemendikbud selaku pengembang dan pengelola portal Rumah Belajar dan survei terhadap guru pengguna portal Rumah Belajar. Penetapan guru sebagai sumber data dilakukan dengan menggunakan teknik purposif terhadap guru yang berada di wilayah 3T dan non-3T. Hasil analisis data dapat disimpulkan sebagai berikut: 1) prosedur pemanfaatan portal Rumah Belajar untuk meningkatkan kompetensi teknologi informasi dan komunikasi guru antara lain melibatkan unsur kebijakan, optimalisasi potensi portal, hingga e-pembelajaran pada portal, dan 2) survei terhadap guru menunjukkan hubungan positif antara pemanfaatan portal Rumah Belajar dengan peningkatan kompetensi teknologi informasi dan komunikasi guru. Koefisien korelasi hasil survei adalah 0.67 untuk responden 3T dan 0.65 untuk responden non-3T termasuk dalam kategori korelasi tinggi.-- According to the development of education in Indonesia, now teachers required to have information and communication technology competence. And therefore portal Rumah Belajar have been developed since 2011. Those things become the reason for the study. Hence the matter is how teachers utilize the portal Rumah Belajar to improve their information and communication technology competence. This research is applying the embedded mixed approach, with observation, interview, and documentation study as the data collection techniques in Pustekkom Kemendikbud that develop and manage the portal Rumah Belajar. A survey was held to gather data and information from teachers as the portal users. Teachers in 3T and non-3T areas have determined as survey respondents by purposive sampling. The results of the data analysis can be summarized as follows: 1) procedures for utilizing the portal Rumah Belajar to enhance the information and communication technology competence of teachers include some aspects such as policy, portal optimization, e-learning on the portal, and 2) teachers survey shows a positive correlation between utilization of portal Rumah Belajar with improvement of information and communication technology competence of teachers. The correlation coefficients 0.67 for 3T respondents and 0.65 for non-3T respondents categorized in high correlation interpretation.
