Abstract

Penelitian ini dilatar belakangi oleh diadakannya Diklat Family Development Session (FDS) di BBPPKS Regional II Bandung dengan peserta diklat yaitu sumber daya Progam Keluarga Harapan (PKH) yang berasal dari Kabupaten Bandung Barat. Sumber daya PKH di Kabupaten Bandung Barat ini menjadi asal peserta yang paling banyak pada Diklat FDS. Diklat FDS ini dilaksanakan berdasarkan pedoman diklat yang sudah dirancang oleh Pusat Pendidikan dan Pelatihan Kesejahteraan Sosial, dimana pada pelaksanaannya menggunakan model pembelajaran cooperative learning. Pada penelitian ini, yang menjadi fokus penelitian adalah perencanaan implementasi model pembelajaran cooperative learning, pelaksanaan implementasi model pembelajaran cooperative learning, evaluasi implementasi model pembelajaran cooperative learning, dan kompetensi sumber daya Program Keluarga Harapan pada Diklat FDS di BBPPKS Regional II Bandung. Landasan konseptual yang terdapat pada penelitian ini adalah konsep pelatihan, konsep Andragogi, model pembelajaran cooperative learning, dan Diklat FDS. Dalam penelitian ini terdapat lima informan yang mendukung dalam pengambilan data, yaitu satu orang widyaiswara, satu orang panitia penyelenggara diklat, dan tiga orang peserta diklat yang berasal dari Kabupaten Bandung Barat. Pengumpulan data pada penelitian ini menggunakan teknik wawancara, observasi, dan studi dokumentasi. Analisis data pada penelitian ini yaitu reduksi data, melakukan penyajian data, dan penarikan kesimpulan dan evaluasi. Hasil penelitian pada perencanaan menunjukkan bahwa: 1) perencanaan dilakukan tanpa melibatkan peserta diklat, namun disesuaikan dengan tujuan Nawacita Presiden Republik Indonesia pada tahun 2014, 2) Diklat FDS dilaksanakan dengan mengaplikasikan tahapan-tahapan pada model pembelajaran cooperative learning, 3) evaluasi menunjukkan bahwa aspek kognitif peserta dinilai berdasarkan penguasaan substansi modul, aspek afektif dinilai teknik fasilitasi, dan aspek psikomotor dilihat dari sikap kerja sama dan ketepatan respon di dalam kelas, dan 4) kompetensi sumber daya PKH dilihat dari kemampuan untuk mendampingi PKM dalam P2K2 di Kab. Bandung Barat. Kata kunci: Diklat Family Development Session (FDS), model pembelajaran cooperative learning, kompetensi sumber daya PKH This research was motivated by the holding of the Family Development Session (FDS) Training in Regional II Bandung BBPPKS with training participants, namely the resources of the Hope Family Program (PKH) from West Bandung Regency. PKH resources in West Bandung Regency are the origin of the most participants in FDS Training. The FDS Training is carried out based on the training guidelines that have been designed by the Center for Social Welfare Education and Training, where the implementation uses a cooperative learning model. In this study, the focus of the research is the implementation planning of cooperative learning models, implementation of cooperative learning learning models, and evaluation of the implementation of cooperative learning learning models in FDS Training in BBPPKS Regional II Bandung. The conceptual foundation contained in this study is the concept of training, the concept of Andragogy, cooperative learning learning models, and Training of FDS. In this study there were five informants who supported data collection, namely one widyaiswara, one training committee organizer, and three training participants from West Bandung Regency. Data collection in this study uses interview, observation, and documentation study techniques. Data analysis in this study is data reduction, data presentation, and conclusion and evaluation. The results of the study on planning showed that: 1) planning was carried out without involving training participants, but carried out through a top down approach, 2) in the FDS Training and Education there were still several stages of cooperative learning learning models that were not applied to the training and 3) evaluation showed that the cognitive aspects of participants were assessed based on mastery of module substance, affective aspects were assessed facilitation techniques, and psychomotor aspects were seen from the attitude of cooperation and the accuracy of responses in the classroom, and 4) the competences of PKH’s resources can judging from the ability to accompany KPM in P2K2 at West Bandung Regency.
