Abstract

Penelitian ini berjudul “Manajemen Penyelenggaraan Program Magang Pegawai Negeri Sipil (PNS) Kementerian ESDM di PPSDM Aparatur”, Penelitian ini dilaksanakan dengan tujuan untuk mendeskripsikan proses manajemen yang dilakukan oleh PPSDM Aparatur dalam penyelenggaraan program magang PNS Kementerian ESDM. Jenis penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif dan pengumpulan data menggunakan teknik studi dokumentasi, wawancara, dan observasi. Berdasarkan hasil temuan bahwa penyelenggaraan program magang berada di bawah kewenangan PPSDM Aparatur berkoordinasi dengan Biro Sumber Daya Manusia selaku unit pengelolaan kepegawaian di Kementerian ESDM, BPSDM, Unit-unit pengirim peserta magang di lingkungan Kementerian ESDM, serta Badan Usaha/Bentuk Usaha Tetap tempat lokasi magang. Penyelenggaraan program magang ini merupakan inisiasi dari Wakil Menteri ESDM untuk mengembangkan komptensi pegawai di lingkungan Kementerian ESDM serta untuk memahami proses bisnis di perusahaan-perusahaan sektor ESDM. Proses manajemen dilakukan mulai dari tahap perencanaan, pelaksanaan, pengawasan hingga evaluasi. Perencanaan dilakukan dengan berkoordinasi antar semua pihak yang terlibat sebelum program dilaksanakan. Pelaksanaan magang dilakukan dengan melihat pedoman magang. Pengawasan dilakukan dengan melihat apakah pelaksanaannya masih sesuai dengan pedoman. Serta evaluasi untuk melihat sejauh mana keberhasilan dari program magang. Namun, masih terdapat kendala yang ditemukan dalam proses manajemen tersebut. Kendala yang krusial adalah terkait proses koordinasi dan belum adanya standar operasional prosedur dalam penyelenggaraan program. Tidak adanya standar operasional prosedur ini berdampak pada seluruh proses manajemen. Hal ini memberikan implikasi bahwa penting sekali untuk memperjelas tugas dan fungsi tiap-tiap unit atau bidang dalam sebuah penyelenggaraan program untuk mencegah terjadinya pelaksanaan tugas yang tidak sesuai dengan tugas dan fungsi yang semestinya. ---------This research is entitled “Management of Apprenticeship Program for Civil Cervants (PNS) under The Ministry of Energy and Mineral Resources in PPSDM Aparatur”, The purpose of this study is to describe the management process by PPSDM Aparatur in the implementation of Apprenticeship Program for Civil Servants under the Ministry of Energy and Mineral Resources. This research uses descriptive method with qualitative approach and the technique for data collection is done by documentation study, interview, and observation. Based on the findings, implementation of apprenticeship program is under the authority of the PPSDM Aparatur in coordination with the Human Resources Bureau as the personnel management unit at the Ministry of Energy and Mineral Resources, BPSDM, Units in the Ministry that send the participants for apprenticeship program, and Business Entities/Permanent Business Forms which are the location for the apprenticeship. This apprenticeship program is an initiation from the Deputy Minister of Energy and Mineral Resources to develop employee competencies in the Ministry as well as to understand the business processes in the companies of energy and mineral resources sector. The management process has been carried out starting from the planning, implementation, controlling to evaluation stage. Planning is carried out by coordinating between all parties involved before the program is implemented. The implementation of the apprenticeship program is carried out by looking at the apprenticeship guidelines. Controlling is carried out by seeing whether the implementation is still in accordance with the guidelines. And evaluation to see the extent of the apprenticeship program success. However, there are still obstacles found in the management process. Crucial obstacles are related to the coordination process and standard operating procedure that is not yet exist. The missing of this standard operating procedure has an impact on the entire management process. This gives the implication that it is important to clarify the tasks and functions of each unit in the implementation of a program to prevent the occurrence of tasks implementation that are not in accordance with the real tasks and functions.
