Abstract
Penelitian ini bertujuan untuk mengembangkan kompetensi orientasi dan mobilitas (O&M) yang dimiliki oleh guru-guru yang mengajar di Sekolah Luar Biasa (SLB) dengan menggunakan program pengembangan kompetensi yang telah dibuat melalui analisis kebutuhan berdasarkan kondisi objektif guru-guru SLB tersebut. Dalam proses pengumpulan dan analisis data, penelitian ini menggunakan metode campuran dengan model rancangan campuran multifase (mutiphase mixed), yang dibagi ke dalam tiga tahapan penelitian. Hasil penelitian menyimpulkan bahwa: 1) berdasarkan kondisi faktual, pada umumnya guru-guru SLB terutama yang bukan dari latar belakang pendidikan khusus belum mempunyai pemahaman tentang O&M walaupun sudah mempunyai pengalaman mengajar yang cukup lama; 2) berdasarkan analisis kebutuhan, pemahaman mengenai konsep dan praktek sangatlah dibutuhkan guru dalam rangka memenuhi kebutuhan kompetensi O&M; 3) perumusan program pengembangan kompetensi O&M harus dilakukan secara komprehensif yang dimulai dari pengembangan aspek pengetahuan, keterampilan dan sikap; dan 4) hasil uji keterlaksanaan yang dilakukan dalam bentuk pelatihan singkat menujukkan adanya pengembangan kompetensi O&M yang cukup signifikan yang terjadi pada guru SLB. Implikasinya, program pengembangan kompetensi orientasi dan mobilitas guru SLB ini perlu dilakukan secara periodik dan sistematik melalui kegiatan-kegiatan pengembangan kompetensi guru baik yang diadakan oleh pemerintah maupun swadaya sekolah demi terwujudnya pendidikan yang bermutu di sekolah. Kata kunci: Kompetensi, Orientasi dan Mobilitas, Guru, SLB;--- This study aims to develop the orientation and mobility (O&M) competencies possessed by teachers who teach in Special Schools (SLB) using competency development programs that have been made through needs analysis based on the objective conditions of the special school teachers. In the process of collecting and analyzing the data, this research uses mixed method with multiphase mixed design which is divided into three stages of research. The results of this study conclude that: 1) based on factual conditions, special school teachers, especially those not from special educational backgrounds, don’t have an understanding of O&M despite having long teaching experience, so they need a development of O&M competencies; 2) based on the results of needs analysis, understanding of concepts and practices is needed by teachers in order to meet the needs of these O & M competencies; 3) the formulation of the O&M competencies development program should be carried out comprehensively starting from the development of knowledge, skills and attitude aspects; and 4) based on the program implementation test conducted in the form of a short training to the teacher showed the significant development of O&M competencies. The implication is the orientation and mobility competencies development program needs to be done periodically and systematically through teacher's competency development activities both held by the government and self-help schools for the realization of quality education in schools.
