Abstract

Kondisi budaya mutu sekolah pada SDN di Kota Kendari masih rendah disebabkan oleh: kepemimpinan yang kurang mendasarkan pada nilai-nilai inti organisasi, kurangnya melibatkan guru/staf dalam melaksanakan nilai-nilai sekolah. penelitian ini bertujuan untuk mendeskripsikan budaya mutu sekolah, kepemimpinan berbasis nilai budaya lokal, dan iklim sekolah pada SDN di Kota Kendari, serta teranalisisnya kontribusi kepemimpinan berbasis nilai budaya lokal dan iklim sekolah terhadap budaya mutu sekola pada SDN di Kota Kendari. Peneliti menggunakan metode korelasi dengan pendekatan kuantitatif. Menggunakan sampel terpilih SDN terakreditasi A sebanyak 16 SDN. Hasil penelitian menunjukkan bahwa Kepemimpinan berbasis nilai budaya lokal, iklim sekolah dan budaya mutu pada SDN di Kota Kendari dikategorikan sangat tinggi dan terdapat pengaruh positif dan dignifikan antara kepemimpinan berbasis nilai budaya lokal dan iklim sekolah terhadap budaya mutu sekolah. kesimpulan: bahwa Budaya mutu sekolah, kepemimpinan berbasis nilai budaya lokal dan iklim sekolah yang diterapkan oleh kepala SDN di Kota Kendari dikategorikan sangat tinggi. Implikasi: kepala sekolah hendaknya: menciptakan inisiatif, meningkatkan efektivitas kepemimpinan melalui penerapan nilai budaya lokal, dan menciptakan kondisi keterbukaan. Rekomendasi: Kepala sekolah hendaknya membangun kerjasama efektif, mampu mendelegasikan wewenang dan memiliki sikap suportif. ;---The school quality culture in the state elementary school in Kendari city was still in low condition. It is because of the lack of based core values in organization and the lask of involving techers snd other staffs members in implementing the school’s values. The purpose of this research were to describe the school quality culture, the local-values-based leadership, and the school climate in the state elementary school in Kendari city. Besides, it was purposed to analyse the contribution of local-values-based leadership and the school climate toward the school quality culture. The method of this study was correlation within the framework of quantitative approach. The sample were 16 accreditted A state elementary school. The results of the research revealed that the local-values-based leadership, school climate and the school quality culture were in the category of excellent, and there were positive and significant impact of both local-values-based leadership and school climate toward the school quality culture. Thus, it is safe to conclude that school quality culture, local-values-basedd leadership, and the school climate, implemented by the principals of the state elementary school in kendari city, were in the category of excellent. The inplication of the research suggest thats the principals are supposed to initiate and improve the leadership efectivness through the implementation of local values, then they can create the openness. As the recomendation, it is recomended that the principals should build effective collaboration, should be bable to delegate authority, and have the supportive attitude.
