Abstract
Kabupaten Cirebon merupakan salah satu kabupaten yang menjadi gerbang tol terakhir Tol Cikopo-Palimanan yaitu Gerbang Tol Kertajati. Tol ini memiliki akses yang mudah, mengakibatkan banyaknya kendaraan yang memilih keluar dari Gerbang Tol Kertajati yang ada di Jalan Raya Palimanan. Hal tersebut mengakibatkan beberapa ruas jalan mengalami perubahan volume lalu lintas dan kapasitas jalan, sehingga berpengaruh terhadap tingkat pelayanan jalan yang ada di UPTD Arjawinangun.Tujuan di lakukannya penelitian ini adalah menganalisis tingkat pelayanan jalan berdasarkan arus laluintas sebelum dan sesudah beroperasiya Tol Cipali. Metode penelitian menggunakan metode deskriptif. Hasil penelitian menunjukan sebelum dan sesudah beroperasinya Tol Cipali di UPTD Arjawinagun terdapat empat karakteristik tingkat pelayanan jalan yaitu A (arus bebas), B (arus stabil), C (arus stabil tetapi di batasi dalam memilih kecepatan) dan E (arus tidak stabil) pada jalan lokal primer. Sesudah beroperasinya Tol Cipali tingkat pelayanan jalan A lebih mendominasi, peningkatan terjadi bukan karena ada perbaikan tingkat peayanan jalan, melainkan penurunan kualitas jalan lokal primer yang menyebabkan kendaraan memilih jalan alternatif lain yang cukup baik. Selain itu karakteristik di atas belum memenuhi syarat seperti yang tercantum dalam Peraturan Menteri Perhubungan Nomor KM 14 Tahun 2006 tentang Manajemen dan Rekaya Lalu Lintas bahwa jalan lokal primer sekurang-kurangnya harus mempunyai karakteristik C. Dengan demikian Pemerintah Kabupaten Cirebon harus mengoptimalkan ruas jalan yang mempunyai karakteristik E, agar memenuhi karakteristik jalan lokal primer dan meningkatkan kualitas jalan yang ada di UPTD Arjawinangun. Kata Kunci : Jalan, Volume Lalulintas, Tingkat Pelayanan Jalan. Cirebon is one district that is the last toll gate toll Cikopo Kertajati palimanan namely Toll Gate. This resulted in some streets change in volume of traffic and road capacity, affecting the level of service that is in UPTD Arjawinangun. Interest in this research just do it is to analyze the level of service based on the current laluintas before and after beroperasiya Toll Cipali. The research method using descriptive methods. The results showed before and after the operation of the Toll Cipali in UPTD Arjawinagun there are four characteristics of the level of service that is A (free flow), B (current stable), C (steady flows but restricted in choosing speed) and E (current unstable) on primary local roads. After the operation of toll road service level Cipali A more dominating, the increase was not due to any improvement peayanan street level, but the decline in the quality of local roads primary cause road vehicle pick a pretty good alternative. Besides the above characteristics are not yet qualified as stipulated in the Regulation of the Minister of Transportation No. KM 14 Year 2006 on the Management and Traffic Rekaya that the primary local roads at least should have the characteristics C. Thus Cirebon regency government should optimize the roads have characteristics E, in order to meet the characteristics of the primary local roads and improve the quality of existing roads in UPTD Arjawinangun.
