Abstract

Penelitian ini berjudul “Analisis Kebutuhan Diklat (Studi Kasus pada Bidang Diklat Aparatur di Pusat Kajian dan Pendidikan dan Pelatihan Aparatur I Lembaga Administrasi Negara)”. PKP2A I LAN merupakan bagian integral dari LAN RI, yang salah satu tugas pokok dan fungsinya adalah menyelenggarakan pendidikan dan pelatihan aparatur, dimana fungsi tersebut di PKP2A I LAN diselenggarakan oleh Bidang Diklat Aparatur. Dalam melaksanakan tugas kediklatan, Bidang Diklat Aparatur didukung oleh SDM yang dituntut untuk menyelenggarakan Diklat dengan profesional dan kompeten. Maka dari itu, peneliti tertarik untuk menganalisis kebutuhan Diklat bagi penyelenggara Diklat tersebut. Tujuan dari penelitian ini adalah untuk menggambarkan kondisi serta kesenjangan pada staf Bidang Diklat Aparatur PKP2A I LAN, dan merumuskan Diklat yang dibutuhkan melalui Analisis Kebutuhan Diklat. Dengan menganalisis kebutuhan Diklat, maka dapat diketahui kompetensi-kompetensi yang dinilai kurang dan perlu dikembangkan oleh staf Bidang Diklat Aparatur. Adapun metode yang digunakan pada penelitian ini adalah metode kombinasi (mixed methods) dengan model sequential exploratory, yakni menggabungkan antara metode kualitatif dan metode kuantitatif secara berurutan, yang diawali dengan metode kualitatif terlebih dahulu. Hasil yang diperoleh dari penelitian ini meliputi: (1) Dominasi pekerjaan jabatan fungsional umum terletak pada aspek keterampilan dan jabatan fungsional tertentu pada aspek akademis, (2) Kesesuaian dan ketidaksesuaian antara dominasi pekerjaan dengan tuntutan pekerjaan pada kompetensi kerja standar, (3) Kesenjangan kompetensi kerja standar dengan kompetensi kerja nyata pada staf Bidang Diklat Aparatur yang lebih dominan pada aspek keterampilan, (3) Rekomendasi Diklat yang dibutuhkan bagi staf Bidang Diklat Aparatur yang dirumuskan dari kesenjangan tersebut. ;---This study entitled "Training Needs Analysis (Case Study on The Education and Training Apparatus in The Centre for Research and Education and Training Apparatus I National Institutes of Public Administration)". PKP2A I LAN is an integral part of LAN RI, one of the main tasks and functions is to organize education and training apparatus, where the function in PKP2A I LAN is organized by the Training Division of Apparatus. In carrying out the task of sincerity, the Training Division of the Apparatus is supported by human resources who are required to conduct Training with professional and competent. Therefore, researchers are interested to analyze the needs of Training for the organizers of the Training. The purpose of this study is to describe the conditions and gaps in the staff Training Division of Apparatus PKP2A I LAN, and formulate the Training needed through Training Needs Analysis. By analyzing the needs of Training and Training, it can be seen that the competencies are considered less and need to be developed by the staff of Training and Training Division. The method used in this research is a combination method (mixed methods) with sequential exploratory model, which combines qualitative methods and quantitative methods in sequence, which begins with qualitative methods first. The results of this study include: (1) The dominance of general functional position occupation lies in certain aspects of skills and functional position on the academic aspect, (2) Conformity and non-conformity between job dominance with job demand on standard work competence, (3) Standard work with real work competence on staff of Training Division that more dominant in skill aspect, (3) Training Recommendation needed for staff of Training Division of Apparatus formulated from the gap.
