Abstract

Penelitian ini berjudul, “Analisis Kebutuhan Guru Sekolah Dasar di Kota Cimahi Tahun 2015-2020 (Implementasi Social Demand Approach dalam Perencanaan Pendidikan)”. Permasalahan yang dibahas dalam penelitian ini menyangkut tidak optimalnya pemetaan guru Sekolah Dasar, sehingga berdampak pada tidak tercapainya Standar Tenaga Pendidik dan Kependidikan pada Standar Nasional Pendidikan (SNP). Tujuan dari penelitian ini adalah untuk mengetahui ketersedian guru SD yang dibutuhkan melalui pendekatan social demand pada Dinas Pendidikan Kota Cimahi. Penelitian ini dilakukan di Dinas Pendidikan Kota Cimahi, menggunakan metode penelitian kuantitatif deskriptif dengan perhitungan proyeksi. Teknik pengumpulan data menggunakan sumber data primer dan data sekunder, melalui Studi Dokumentasi, dan Wawancara. Teknik analisis data menggunakan pengumpulan data, input data, dan pengolahan data menggunakan metode proyeksi dengan Mathematical Equations Approach. Hasil penelitian menunjukkan bahwa pertumbuhan penduduk usia sekolah menjadi salah satu faktor penentu kebutuhan guru Sekolah Dasar. Guru Sekolah Dasar yang dibutuhkan pada tahun 2015/2016 sebanyak 190 orang. Rekomendasi dari penelitian ini diharapkan Pemerintah Kota Cimahi dalam hal ini Dinas Pendidikan Kota Cimahi, dapat melakukan peninjauan mengenai keadaan guru baik dari segi kuantitas maupun kualitas berupa perencanaan yang tepat dan komprehensif sebagai tolak ukur dalam menindaklanjuti berbagai temuan yang dilakukan oleh Tim Kepegawaian Dinas Pendidikan Kota Cimahi dan membuat suatu kebijakan tertulis mengenai Mutasi Guru berupa Peraturan Wali dalam rangka pemetaan dan pemerataan mutu pendidikan khususnya di Kota Cimahi. ;---The tittle of research is," Analysis of Needs Primary School Teachers in Cimahi Year 2015-2020 (Implementation of Social Demand Planning Approach in Education) " . The problems discussed in this research involves not optimal mapping of elementary school teachers, so the impact on not achieving the Standard of Teachers and Education at the National Education Standards (NES). The purpose of this study was to determine the availability of primary teachers needs through social demand approach at the Department of Education Cimahi. This research was conducted at the Department of Education Cimahi, using descriptive quantitative research methods with projection calculation. Data collection technique used primer data sources and secondary data through documentation study and interviews. Data were analyzed using data collection, data input, and data processing using the projection method with Mathematical Equations Approach. The results showed that the growth of the school age population becomes a determining factor for the needs of elementary school teachers. Primary Teachers required in the year 2015/2016 as many as 190 people. Recommendations from this study are expected Cimahi Government in this case the Department of Education Cimahi , can conduct a review of the state of teachers in terms of both quantity and quality in the form of proper planning and comprehensive as a benchmark to follow up the findings made by a team of Personnel Department of Education Cimahi and create a written policy concerning teacher Mutations in the form of Regulation Wali in order mapping and equitable quality education, especially in Cimahi.
