Abstract

Judul penelitian ini adalah “Efektivitas Sistem Informasi Pembelajaran di Universitas Pendidikan Indonesia (Studi Empirik Sistem Pembelajaran Online Terpadu (SPOT) UPI)”. SPOT merupakan program aplikasi pembelajaran berbasis online bagi dosen dan mahasiswa di Universitas Pendidikan Indonesia (UPI). Terpadu yang dimaksud mengandung dua makna yakni 1) menjadi pusat layanan pembelajaran yang ada di UPI dikembangkan dan dikontrol oleh Direktorat TIK, 2) memadukan aplikasi pembelajaran dengan Sistem Informasi Akademik (SIAK). Tujuan penelitian ini adalah: 1) Mendapatkan gambaran umum penerapan SPOT pada lingkungan UPI. 2) Mengetahui faktor apa saja yang mendukung dan menghambat SPOT di UPI. 3) Mengetahui efektivitas SPOT sebagai e-learning di lingkungan UPI. Penelitian ini menggunakan pendekatan kualitatif, karena penelitian ini bertujuan mendapatkan hasil penelitian yang mendalam. Temuan dalam penelitian ini diuraikan sesuai dengan pertanyaan penelitian yaitu: 1) penerapan SPOT dalam perencanaanya SPOT berdasarkan pedoman akademik UPI, renstra UPI dan pedoman hibah bersaing organisasi, SPOT diimplementasikan sekitar tahun 2014 dengan tingkat penggunaan per Desember 2015 yaitu 256 dosen dengan 732 mata kuliah namun penggunaan fitur SPOT tidak merata dan sistem pengendalian, Direktorat TIK tidak mengendalikan agar dosen wajib menggunakan SPOT tetapi melakukan upaya pendorong agar dosen menggunakan SPOT dengan pelatihan setiap Jumat minggu pertama kemudian Direktorat TIK dibawah pengawasan Wakil Rektor bidang Perencanaan, Pengembangan, dan Sistem Informasi dan direktorat TIK melaksanakan laporan berkala pada Wakil Rektor bidang Akademik dan Kemahasiswaan, 2) faktor penghambat dan pendukung SPOT mengerucut pada tiga aspek yaitu fasilitas, SDM dan sistem SPOT, 3) efektivitas SPOT dilihat dari tiga aspek penilaian efektivitas yaitu input terdiri dari masukan informasi, SDM, serta fasilitas pendukung berupa jaringan dan server jaringan di UPI mencapai 800 Mbps, kemudian dari aspek proses SPOT menggunakan software berlisensi yaitu microsoft office dan hardware +-970 dengan dengan prossesor core 2, P4 flat slim monitor. Serta output penggunaan SPOT baru separuh dari target, sedangkan Direktorat TIK belum menentukan tujuan atau target SPOT secara tertulis. ;---The theme of the research is "The Learning Effectiveness of Information Systems at the Universitas Pendidikan Indonesia (Empirical Study Sistem Pembelajaran Online Terpadu (SPOT) UPI)". SPOT is an online-based learning application program for faculty and students at Universitas Pendidikan Indonesia (UPI). Integrated in question contains two meanings namely 1) at the center of service-learning in UPI developed and controlled by the Directorate of ICT, 2) integrating learning applications with the Academic Information System (SIAK). The purpose of this study were: 1) Get a general overview of the implementation of the environmental SPOT UPI. 2) Knowing what factors that support and hinder SPOT at UPI. 3) Assess the effectiveness SPOT as an e-learning in UPI . This study used a qualitative approach, because this research aims to get the results of in-depth research. The findings in this study are described according to the research questions,there are: 1) the application of SPOT in planning, based on academic guidance UPI, strategic planning UPI and guidelines for grant competition organization, SPOT implemented in 2014 with a level of use per December 2015 is 256 lecturers and 732 subjects yet the uses of features of SPOT were uneven and the control system of the Directorate of ICT is not controlling so that lecturers are required to use SPOT but they effort to make the lecturers use SPOT to training every Friday in the first week and then the Directorate of ICT lies under the supervision of the Vice Rector for Planning, Development, and Information systems and the Directorate of ICT carry out regular reports on the Vice Chancellor for Academic and Student Affairs, 2) inhibiting and supporting factors of SPOT boiled down to three aspects: facilities, human resources and SPOT systems 3) the effectiveness of the SPOT viewed from the three aspects of the assessment of effectiveness which the input consists of information input , human resources, and supporting facilities including a network and network servers at UPI that reach 800 Mbps, and then measure the processes of SPOT using licensed software such as microsoft office and + -970 hardwares with the core 2 prossesor , P4 flat slim monitor. Output as well as the use of new SPOT is only half of the target, while the ICT Directorate has not set goals or targets for SPOT in writing.
