Abstract

Strategi pemberdayaan guru militer (Gumil) merupakan suatu hal yang sangat penting dan harus mendapat perhatian serius dari pihak Administrasi Pendidikan. Terjadinya permasalahan antara sumber daya pendidik/guru dihadapkan dengan tuntutan kompetensi Gumil merupakan tantangan bagi pengelola pendidikan untuk mencari solusi. Tujuan penelitian ini adalah mendapat gambaran empirik mengenai strategi pemberdayaan guru militer, baik strategi pemberdayaan diri sendiri Gumil, fasilitasi pemberdayaan maupun strategi pemberdayaan oleh pimpinan. Informan penelitian ini adalah Guru militer yang ekspert, Komandan lembaga pendidikan, Katim Gumil, peserta didik yang merasakan kinerja Gumil secara langsung dan Dirdik Kodiklat TNI AD. Pendekatan penelitian yang digunakan adalah pendekatan kualitatif. Metode penelitian yang digunakan adalah metode deskriptif dengan jenis penelitian studi kasus. Pengolahan data menggunakan tehnik analisis SWOT, setelah data terkumpul dilakukan pemilahan dan klasifikasi data, pemberian kode data untuk membangun kinerja analisis data, memeriksa keabsahan data, kemudian dilakukan analisis data berdasarkan kekuatan dan kelemahan serta peluang dan ancaman untuk mendapatkan strategi pemberdayaan Gumil yang maksimal. Kesimpulan yang didapat dari hasil penelitian adalah bahwa pemberdayaan diri sendiri Gumil kurang maksimal, fasilitasi/ pemberdayaan oleh lembaga cukup baik dan pemberdayaan oleh pimpinan lembaga pendidikan masih kurang maksimal. Peneliti melihat bahwa aspek penggerak utama pemberdayaan adalah terletak pada pola kerja pimpinan. Sehingga rekomendasi yang disarankan agar strategi pemberdayaan Gumil maksimal adalah pola kerja pimpinan yang menerapkan strategi kombinasi antara top down strategy dengan bottom up strategy dengan konsep kepemimpinan transformasional, dimana diperlukan pimpinan yang mampu memotivasi dan menginspirasi bawahan (inspirational motivation), pimpinan yang mampu menggali ide-ide baru dan solusi yang kreatif serta inovatif (intellectual stimulation), pimpinan yang mampu menjadi role model bagi anggota (idealized influence) serta pimpinan yang mampu menghargai dan memahami perbedaan individual (individualized consideration). ;---Military teacher empowerment strategy is very important and should be given serious attention from Education Administration field. A raising problem between teachers/educators human resource with the demands of competent military teachers has been a challenge for education administrators which need solutions. The purpose of this study is to get an empirical picture of the military teachers’ empowerment, which can be found in military teachers’ self-empowerment, empowerment facilitation and empowerment by the leaders. The informants of this research are expert military teachers, commander of the educational institutions, leader of military teachers, learners who experience military teachers’ performance directly and chief of the educational institution. Qualitative approach is used in this study. The method used is descriptive method with case study research. Data processing is using SWOT analysis techniques, after data are collected, sorting and classification of data are conducted, the data are coded to build data analysis performance, validity of the data is checked, and then analyse the data based on the strengths, weaknesses, opportunities and threats to get an optimal military teachers empowerment strategy. The conclusion taken from the study is that the military teachers’ self-empowermentis not optimal, the empowerment by leaders of educational institutions is not optimal, even though facilitation/empowerment by institutions is quite good. Researcher saw that the main drive for empowerment is on the leader’s working patterns. The recommendation suggested to have an optimal empowerment strategies for military teachers is leaders’ working pattern which combines top-down strategy and bottom-up strategy with transformational leadership concept, which needs motivating and inspiring leaders (inspirational motivation), leaders who are able to explore new ideas and give creative solutions as well as innovative (intellectual stimulation), good role model leaders to their members (idealized influence) as well as leaders who respect individual differences (individualized consideration).
