Abstract

Penelitian ini dilatar belakangi oleh fenomena rendahnya watak kewarganegaraan segenap bangsa yang ditandai dengan rendahnya tingkat kedisiplinan, kejujuran, sopan/santun dan tanggung jawab. Pembelajaran PKn yang masih terfokus kepada peningkatan aspek kognitif atau pengetahuan mahasiswa. Penelitian ini bertujuan untuk mendeskripsikan pembelajaran pendidikan kewarganegaraan yang meliputi kegiatan perencanaan, proses pembelajaran, dan proses penilaian berdasarkan kurikulum berbasis KKNI dalam meningkatkan watak kewarganegaraan (civic disposition) mahasiswa, kendala dan upaya dalam melaksanakan dan peningkatan watak kewarganegaraan mahasiswa setelah mengikuti pembelajaran Pendidikan Kewarganegaraan berdasarkan kurikulum berbasis KKNI. Subjek penelitian ialah dosen Pendidikan Kewarganegaraan dan mahasiswa. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Teknik analisis data menggunakan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil temuan dalam penelitian ini adalah 1). Perencanaan pembelajaran yang berupa kontrak perkuliahan disusun secara mandiri oleh dosen PKn MKU Universitas Riau, internalisasi aspek sikap sesuai dengan rumusan capaian pembelajaran berdasarkan kurikulum berbasis KKNI belum terlalu muncul didalam komponen-komponen kontrak perkuliahan. 2). Proses pembelajaran pendidikan kewarganegaraan telah mencerminkan karakteristik proses pembelajaran yang berupaya untuk menginternalisasikan aspek sikap kedalamnya. 3). Proses penilaian sikap dilakukan oleh dosen PKn MKU Universitas Riau dengan cukup baik, dalam rangka meningkatkan watak kewarganegaraan (civic disposition) mahasiswa. 4). Kendala yang dihadapi oleh dosen PKn MKU meliputi perencanaan, proses, dan penilaian pembelajaran, dengan upaya yang dilakukan ialah mengikuti kegiatan seminar dan pelatihan 5). Pembelajaran yang dilaksanakan mampu meningkatkan watak kewarganegaraan (civic disposition) mahasiswa. Rekomendasi ditujukan kepada dosen PKn, Universitas, pemerintah dan bagi peneliti selanjutnya untuk mengembangkan pembelajaran yang berdasarkan kurikulum berbasis KKNI dalam meningkatkan watak kewarganegaraan mahasiswa.; This study is based on the phenomenon of low civic disposition among the society shown by the decrease of some traits including discipline, honesty, responsibility. Until today, citizenship education still focuses on students’ cognitive skill. This research aims at describing citizenship education which includes planning, learning, and assessment phases. The assessment is based on Indonesian’s National Qualification Framework curriculum to improve students’ civic disposition, obstacles and efforts in implementing and improving students’ civic disposition using Indonesian’s National Qualification Framework curriculum. Research subject includes Citizenship Education lecturer and students. This research used qualitative approach with descriptive method. Data collection conducted by observation, interview, and documentation. Data analysis technique includes data reduction, data presentation, and drawing conclusion. The result of this research are: 1) learning plan in the form of study contract is arranged independently by Citizenship Education’s lecturers of Riau University, internalization of aspect traits is based on the formulation of learning achievements based on the KKNI-based curriculum was not yet appearing on the components of study contract. 2). The process of Citizenship Education learning was reflecting the charactersitcis of learning process which attempts to internalize the traits aspect inside. 3). The process of trait assessing was conducted by lecturers of Citizenship Education of Riau University well, in order to improve the students’ civic disposition. 4) the problems faced by the Citizenship Education lecturers are planning, process, and learning assessment, with the efforts to overcome the problems are attending seminars and trainings. 5). The learning that was conducted was able to improve the students’ civic disposition. The recommendation addressed to the Citizenship Education lecturers, University, government and also for the researchers who want to conduct this research further is to develop the KKNI-based curriculum learning in order to improve the students’ civic disposition.
