Abstract

Penelitian ini berjudul Analisis Program Diklat Participatory Rural Appraisal Di Balai Diklat Kehutanan Kadipaten. Penelitian ini bertujuan untuk mengetahui pelaksanaan evaluasi program yang dilakukan di Balai Diklat Kehutanan Kadipaten yang difokuskan pada: 1). contex yaitu identifikasi kebutuhan diklat, 2). input yaitu persiapan kebutuhan diklat, 3). process yaitu pelaksanaan diklat, dan 4). product atau hasil yaitu keluaran atau lulusan diklat. Penelitian ini dilakukan menggunakan model evaluasi yang diperkenalkan oleh Daniel L. Stufflebeam dengan empat komponen evaluasi terhadap program diklat yang dikenal dengan model CIPP (context, input, process, product). Metode penelitian yang digunakan yaitu metode deskriptif dengan pendekatan kualitatif. Adapun teknik pengumpulan data yang digunakan dengan wawancara, observasi, dan dokumentasi. Data yang sudah terkumpul diolah menggunakan analisis deskriptif kualitatif. Hasil dari penelitian menunjukan bahwa evaluasi participatory rural appraisal di Balai Diklat Kehutanan Kadipaten pelaksanaannya sudah baik. Meskipun begitu ada beberapa hal yang perlu diperhatikan berdasarkan temuan penelitian dilihat dari empat kriteria yaitu, pertama dilihat dari contex, proses identifikasi kebutuhan yang dilakukan menggunakan angket dan kunjungan kepada beberapa wilayah atau Dinas/ Instansi sudah cukup efektif, sehingga kebutuhan diklat dapat dianalisis berdasarkan kebutuhan pada setiap Dinas/Instansi dalam perencanaan program diklat, tetapi pihak penyelenggara sebaiknya membuat pedoman dalam identifikasi kebutuhan diklat. Kedua dilihat dari input, persiapan dalam menunjang proses diklat sudah dipersiapkan secara matang dan terorganisir sehingga pelaksanaan dapat berjalan sesuai dengan perencanaan, akan tetapi ruang kelas lebih baik dipersiapkan berdasarkan kapasitas peserta diklat. Ketiga dilihat dari process, widyaiswara dalam pembelajaran menggunakan metode andragogy sehingga cocok dengan diklat yang sedang berlangsung, hanya saja tempat praktek harus lebih dianalisis berdasarkan kebutuhan agar dapat mengoptimalkan waktu dan biaya. Keempat dilihat dari product, hasil dari diklat yang telah dilaksanakan dilihat dari peserta diklat yang telah mengikuti diklat dan lulusan dari diklat. Peserta diklat setelah mengikuti diklat dinilai dari aspek pengetahuan, keterampilan, dan sikap. Hasilnya bahwa peserta diklat setelah mengikuti diklat mengalami perubahan sikap, mengetahui dan mendapatkan pengetahuan baru dari diklat yang telah diikuti. Sedangkan bagi lulusan atau alumni diklat, dinilai dari komponen pengetahuan, keterampilan, sikap, produk yang dihasilkan, dan peningkatan inovasi dan kreativitas dalam bekerja. Hasil rata-rata dari keseluruhan aspek bahwa alumni diklat mengalami peningkatan dan keterampilan yang telah diperoleh selama diklat dapat diterapkan dilapangan dalam menunjang pekerjaan sebagai seorang penyuluh. Sehingga, kesimpulan dari pelaksanaan diklat participatory rural appraisal (perencanaan partisipatif) di Balai Diklat Kehutanan Kadipaten sudah dapat dikatakan efektif. Kata kunci: evaluasi program, contex, input, process, product. This study, the titled Analysis of Participatory Rural Appraisal Training Program at Balai Diklat Kehutanan Kadipaten. This study aims to describe the implementation of a evaluation program conducted at Balai Diklat Kehutanan Kadipaten is focused on: 1). contex that, the identification of training needs, 2). input, the preparation training needs, 3). process, is the implementation of the training, and 4). product or result that is output or graduate training. This research was conducted using the evaluation model introduced by Daniel L. Stufflebeam with four components of the evaluation of the training program, known as the model CIPP (context, input, process, product). The method used a descriptive methode with qualitative approach. The data collection techniques used by interview, observation, and documentation. Data already collected was processed using descriptive qualitative analysis. Results of the study showed the evaluation of participatory rural appraisal at Balai Diklat Kehutanan Kadipaten that implementation is good. Nevertheless there are some things that need to be considered based on the findings of the study visits of four criteria, such as, first seen from contex, the needs identification process is carried out using a questionnaire and visits to several regions or Department / Institution has been quite effective, so that training needs can be analyzed based on the needs each Department / Institution in the planning of the training program, but the organizers should make the guidelines in the identification of training needs. Second views of inputs, in supporting the preparation of the training process is already well-prepared and organized so that the implementation can be run in accordance with the plan, but the classroom is better prepared based on the capacity of the training participants. Third seen from the process, the lecturers in teaching methods andragogy so that it matches with process of the training, it's just a practice should be analyzed based on the need to optimize time and costs. Fourth seen from the product, the results of the training that has been conducted visits of training participants who have attended the training and graduates from training. Training participants after attending training assessed from the aspect of knowledge, skills, and attitudes. The result is that training participants after attending training changed attitudes, know and get new knowledge from the training that has been followed. As for graduates or alumni of training, assessed from the component knowledge, skills, attitudes, products, and increased innovation and creativity in the work. The average yield of the whole aspect that alumni of the training has increased and skills that have been acquired during the training can be applied to the field in support of the work as a instructor. So that, conclusion of implementation participatory rural apparisal training (planning praticipation) at Balai Diklat Kehutanan Kadipaten was to be effective.
