Abstract
Mewujudkan masyarakat sejahtera bukan hal mudah bagi pemerintah. Kini bukan hanya segi ekonomi, namun dibutuhkan segala aspek termasuk segi kesehatan. Penyakit yang diderita masyarakat kini bermacam-macam seperti HIV/AIDS. Pengidap HIV/AIDS sering menerima diskriminasi hingga dapat memperburuk keadaanya. Maka muncul gagasan dari sebagian masyarakat Kelurahan Kebon Pisang yang menamakan dirinya sebagai Warga Peduli Aids untuk melakukan pencegahan dan penanggulangan HIV/AIDS. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Data-data dilapangan diperoleh dengan melakukan observasi, studi dokumentasi, wawancara, dan studi literatur. Hasil penelitian menunjukan: 1) Kronologi munculnya virus HIV/AIDS di Kelurahan Kebon Pisang tahun 1988 dan mewabahnya virus HIV/AIDS tahun 2000 sampai tahun 2007, penyebabnya akibat mengkonsumsi narkoba yang disebabkan pola didikan dirumah yang mengabaikan didikan akhlak dan moral. 2) Sikap empati pada Warga Peduli Aids dalam mencegah dan menanggulangi HIV/AIDS sebagai warganegara yang baik menghasilkan Helping behavior dan sosial behavior. WPA Kelurahan Kebon Pisang memiliki karakteristik warga negara yang baik: (1) beriman dan bertakwa kepada Tuhan Yang Maha Esa (2). berpartisipasi aktif, positif dan kreatif dalam kehidupan bermasyarakat, (3) peka terhadap informasi serta (4) mendukung jalannya kegiatan pemerintahan yang baik. 3) Kendala yang dihadapi dalam pencegahan dan penanggulangan HIV/AIDS adalah tidak disampaikan kembali informasi yang didapat ketika penyuluhan, kekeliruan keluarga ODHA mengenai cara penularan virus HIV/AIDS dan warga yang terinfeksi virus HIV/AIDS sulit didekati karena memiliki sensitifitas tinggi, selain itu faktor ekonomi ODHA yang rendah. 4) Upaya yang dilakukan dalam mengahadapi kendala diantaranya: sosialisasi kepada semua sasaran, meluruskan informasi pada keluarga ODHA, melakukan pendekatan secara hati-hati kepada warga yang terinfeksi virus HIV/AIDS, konsultasi kepada Forum WPA, Menjalin kerjasama dengan LSM untuk menggalang sumber dana dan sumber daya. Realizing a prosperous society is not easy for the government. Now, it is not only in economic terms, but it takes all aspects, including in terms of health. Society is infected by various diseases and one of them is such as HIV/AIDS. People who are living with HIV/AIDS (PLWHA) are often discriminated that can worsen their condition. Then, there is an emergence the idea of some people of Kebon Pisang disctrict who called themselves as ‘Warga Peduli AIDS (WPA)’ to do prevention and treatment of PLWHA. This study used a qualitative approach and descriptive as the method. The data in the field is obtained by observation, study documentation, interviews, and literature studies. The results showed: 1) The chronology of the emergence of HIV / AIDS in Kebon Pisang district in 1988 and the spread of HIV / AIDS from 2000 to 2007, the cause is due to the drugs that caused by the pattern of home education that ignores morality and moral upbringing. 2) Empathy of ‘Warga Peduli AIDS (WPA)’ in preventing and combating HIV / AIDS as good citizens produce Helping Behavior and Social Behavior. WPA Kebon Pisang distric has characteristics of good citizenship: a) Faith and fear of God Almighty. b) Participate actively, positively and creatively in social life. c) Sensitive to information. D) Support the activities of good governance. 3) The obstacles faced in the prevention and treatment of HIV / AIDS is that information obtained when counseling is not relayed back, the fallacy of family of PLWHA is about how the modes of transmission of HIV / AIDS and people infected with HIV / AIDS, it’s difficult to reach because it has a high sensitivity, in addition to the factors low economic of PLWHA. 4) The efforts are being made in order to deal with obstacles such as: socializing to all targets, giving better information to family of PLWHA, doing some approaches carefully to people who infected with HIV / AIDS, consult to the WPA Forum, Cooperating with NGOs to raise human resources and funds.
