Abstract
Di era golbalisasi dan perkembangan teknologi yang cepat, mengakibatkan adanya tuntutan kompetensi SDM yang berkualitas, bila tidak, akan terjadi gap antara suplai tenaga dengan kebutuhan. Dengan demikian, lembaga pendidikan harus mencetak lulusan yang bermutu dan berdaya saing tinggi. Untuk mewujudkan itu, dibutuhkan kualitas layanan akademik yang baik kepada mahasiswa, baik itu layanan kurikulum, PBM, sarana dan prasarana penunjang PBM dan sistem informasi pendukung layanan akademik. Kondisi obyektif mutu layanan akademik di Poltekkes dan Polman Negeri Bandung belum sepenuhnya sesuai dengan standar nasional pendidikan, khususnya sarana dan prasarana penunjang PBM. Rasio jumlah peralatan laboratorium tidak sepadan dengan jumlah mahasiswa, disamping kualitas peralatan yang perlu penyesuaian dengan kebutuhan industri/ pengguna. Oleh karena itu hal ini penting untuk dilakukan penelitian karena akan berdampak pada mutu lulusan. Tujuan penelitian ini sebagai berikut: pertama, mendeskripsikan kebijakan mutu layanan akademik Politeknik; kedua, mendeskripsikan implementasi mutu layanan akademik yang dilaksanakan oleh Politeknik di Bandung; ketiga, mendeskripsikan monitoring mutu layanan akademik Politeknik di Bandung dan menganalisa kendala-kendala yang dihadapi dalam mengimplementasikan mutu layanan akademik; dan keempat, mengembangkan peningkatan mutu layanan akademik Politeknik di Bandung. Penelitian ini menggunakan pendekatan kualitatif naturalistik, dengan metode deskriptif dan studi kasus, dengan teknik pengumpulan data menggunakan wawancara, observasi dan studi dokumen. Analisis data dilakukan melalui proses display data, reduksi data dan verifikasi data melalui proses triangulasi. Hasil penelitian menunjukkan bahwa kebijakan kurikulum sudah menggunakan konsep link and match. PBM teori tidak ada persoalan, akan tetapi PBM praktek, kuantitas peralatan belum sesuai dengan jumlah mahasiswa. Adapun kualitas fasilitas pendukung kegiatan praktek, di Poltekkes Kemenkes Bandung belum mampu mengimbangi kondisi yang ada di lapangan disamping bahan untuk praktek kadang-kadang tidak tersedia. Sedangkan di Polman, kualitas peralatan dapat mengimbangi tuntutan industri. Untuk meningkatkan mutu layanan akademik yang baik perlu adanya kerjasa sama yang baik antara tiap-tiap bagian dan mempertegas kembali peraturan akademik, SOP yang ada. Disamping itu, Politeknik harus bermitra dengan industri atau pengguna lulusan untuk mengetahui perkembangan kompetensi yang dibutuhkan, disamping tempat PKL mahasiswa. In this globalization era and technological development grow fast, they lead human resource demand whose high quality. If not, there will be gape between supply of worker and demand. In this case, Polytechnics, want to or not, have to prepare a professional worker whose high competitiveness to get a job. To meet this condition, it needs to apply the concept of academic quality service properly, either curriculum, teaching learning process or infrastructure. Academic quality problems faced by them are lack of laboratories’ facilities and materials for practicing. It is important to reveal as output is fully determined by academic quality service. The objective of this research are: first, describe the curriculum policy; second to describe the implementation of academic quality service applied by Polytechnics; third, to describe the monitoring performed and to reveal the problems are faced Polytechnics in implementing the academic quality service; fourth, to develop the academic quality service in the future. The qualitative approach is applied in this research and the data obtained by conducting observation, interview and the relevance document analysis. However, analyzing data performed by displaying the data, reducing the data, and verifying the data with triangulation system. The study shows that the curriculum policy is fully under government, except for institutional curriculum managed by Polytechnics. In line with infrastructure of teaching learning process for theory, it is found that there are no problems for both Polytechnics. However, the quantity of practical facilities are not equal with the student, so rotation system is applied in practical exercise in the laboratory. Further, the quality of Poltekkes Kemenkes Bandung’s laboratory facilities couldn’t meet the technological development or stakeholders’ demand while Polman Negeri Bandung is able to reach the technological development and able to meet the stakeholders’ demand. In addition, materials used to practice are not available, sometimes. To develop academic quality service, It is recommended to set communication approach of each dept and to keep standard operational procedure properly. Further, Polytechnics are to cooperate with industries or stakeholders in order to be able to up date the development of quality needed by users. In addition, the students are able to have the right place to get job training.
