Lela Helawati Pridi. 2014.”Model Peningkatan Pengetahuan dan Penerapan Prinsip-prinsip Bimbingan dan Konseling pada Guru Sekolah Dasar Luar Biasa Tunarungu Cicendo Melalui Pelatihan Berbasis Kompetensi”. Disertasi. Dibimbing oleh: Prof. Dr. Ahman, M.Pd. (promotor); Prof. Dr. H. Syamsu Yusuf LN, M.Pd. (ko-promotor); dan Dr. H. Zaenal Alimin, M.Ed. (anggota). Program Studi Bimbingan dan Konseling, Sekolah Pascasarjana, Universitas Pendidikan Indonesia, Bandung. Tujuan penelitian ini untuk meningkatkan kompetensi guru Sekolah Dasar Luar Biasa Tunarungu Cicendo dalam melaksanakan tugas tambahan sebagai guru bimbingan dan konseling, melalui pelatihan berbasis kompetensi. Masalah penelitian: tidak adanya guru bimbingan dan konseling di Sekolah Dasar Luar Biasa Tunarungu Cicendo Bandung.Teori yang mendasari penelitian ini mengacu kepada pengembangan program pelatihan berbasis kompetensi dengan implementasi model ADDI (Analysis, Design, Development, Implementation, dan Evaluation).Metode penelitian menggunakan penelitian dan pengembangan yang terdiri dari empat tahapan utama, yaitu: studi pendahuluan, pengembangan model, validasi model, dan implementasi model.Sampel penelitian menggunakan teknik purposive sampling. Hasil penelitian menunjukkan bahwa: (1) guru-guru masih sangat tidak kompeten dalam bidang pelayanan bimbingan dan konseling, baik pada kompetensi pedagogik maupun kompetensi profesional; dan (2) model pelatihan berbasis kompetensi ini efektif untuk meningkatkan pengetahuan dan wawasan guru Sekolah Dasar Luar Biasa Tunarungu Cicendo Bandung dalam menjalankan tugas tambahan sebagai guru bimbingan dan konseling, terbukti setelah mengikuti pelatihan, kompetensi guru-guru mengalami kenaikan sebesar: 14,6, yakni dilihat dari rerata skor pretest sebelum pelatihan sebesar 13,7 dan rerata skor posttest sebesar 28,3. Rekomendasi penelitian ini ditujukan kepada lembaga pelatihan, antara lain: Pusat Pengembangan Pemberdayaan Pendidik dan Tenaga Kependidikan Taman Kanak-Kanak dan Pendidikan Luar Biasa atau lembaga lain terkait, untuk ditindaklanjuti di Sekolah Dasar Luar Biasa-Sekolah Dasar Luar Biasa lain dengan menggunakan pelatihan berbasis kompetensi; rekomendasi berikutnya bagi peneliti lain yang berminat. Guidance and Counseling Study Program, Graduate School, University of Education Indonesia, Bandung. The purpose of this research is to improve the competence of Primary Teachers in Special School Deaf Cicendo, in carrying out additional duties as a guidance and counseling teacher, through competency-based training. The research problem: the lack of guidance and counceling teacher in Primary School for the Deaf Cicendo Bandung. The underlying theory of this study refers to the development of competency-based training program with implementation of the ADDIE model (Analysis, Design, Development, Implementation, and Evaluation). The research methodology is applying the research and development that consists of four main stages, which are: preliminary study, model development, model validation, and model implementation. The r esearch sample is using purposive sampling technique. The results showed that: (1) teacher are still very incompetent in guidance and counseling, both on pedagogical and professional competence; and (2) this competency-based training model is effective to improve the knowledge and perception of Extraordinary School Teacher Cicendo Bandung, in carrying out the additional duties as a guidance and counseling teacher, that is proved after the training, the competence of teacher increased by: 14,6, which is seen from a pretest mean score of 13,7 before the training and post test mean score of 28,3. This recommendations study is aimed to training institution, which is: Center for Empowerment of Teachers and Education Personnel Kindergarten and Special Education, or other relevant institutions, to follow up on Primary Special School-Primary School Extraordinary other by using a competency-based training; following recommendations for other researchers who are interested.
