Abstract
Penelitian ini bertujuan untuk menganalisis implementasi Peraturan Daerah Kota Bandung No. 09 Tahun 2018 tentang Pengelolaan Sampah dalam upaya mewujudkan civic engagement di Kelurahan Kebon Jayanti. Dengan menggunakan pendekatan kualitatif melalui studi kasus, data dikumpulkan melalui wawancara mendalam, studi dokumentasi, dan observasi. Analisis dilakukan menggunakan teori implementasi Van Meter dan Van Horn serta indikator civic engagement yang mencakup partisipasi lingkungan, keterlibatan dalam pengambilan keputusan, inisiatif swadaya dan kolaborasi warga, akses terhadap informasi lingkungan, serta perilaku kepatuhan. Hasil penelitian menunjukkan bahwa implementasi kebijakan belum berjalan optimal akibat sejumlah hambatan seperti minimnya fasilitas, ketimpangan informasi antar-RW, rendahnya literasi lingkungan dan digital, lemahnya dukungan terhadap inisiatif warga, serta keterbatasan anggaran dan keberlanjutan program. Meski demikian, temuan juga menunjukkan adanya partisipasi aktif dan potensi keterlibatan warga di RW tertentu, khususnya RW 07, yang dapat menjadi model penguatan civic engagement dalam tata kelola lingkungan. Penelitian ini merekomendasikan strategi penguatan kapasitas pelaksana, distribusi sarana secara merata, perbaikan sistem komunikasi kebijakan, pengembangan literasi warga, dan penguatan kolaborasi kelembagaan agar pengelolaan sampah berbasis partisipasi warga dapat terwujud secara berkelanjutan. This study aims to analyze the implementation of Bandung City Regional Regulation No. 09 of 2018 concerning Waste Management in the effort to realize civic engagement in Kebon Jayanti Subdistrict. Using a qualitative case study approach, data were collected through in-depth interviews, document analysis, and field observations. The analysis applied the policy implementation theory by Van Meter and Van Horn, along with civic engagement indicators including environmental participation, involvement in decision-making, self-initiative and community collaboration, access to environmental information, and environmental compliance behavior. The findings indicate that the policy implementation has not been fully effective due to several barriers such as inadequate facilities, information disparities between neighborhood units, low environmental and digital literacy, lack of support for citizen initiatives, and limited budget and program continuity. Nevertheless, the study also found signs of active participation and potential civic engagement, particularly in RW 07, which can serve as a model for participatory waste governance. This research recommends strategies to strengthen implementers’ capacity, distribute facilities more evenly, improve policy communication systems, develop public literacy, and reinforce institutional collaboration to achieve sustainable, citizen-driven waste management.
