    Abstract

    Perubahan kondisi lingkungan di wilayah perkotaan Kabupaten Garut selama satu dekade terakhir menunjukkan peningkatan tekanan akibat urbanisasi yang masif dan alih fungsi lahan. Fenomena ini berdampak pada degradasi vegetasi, peningkatan suhu permukaan, dan penurunan kualitas lingkungan secara umum. Fokus utama penelitian ini adalah mengukur perubahan tingkat kekritisan lingkungan dengan menggunakan parameter Land Surface Temperature (LST), Normalized Difference Vegetation Index (NDVI), Normalized Difference Built-up Index (NDBI), dan Modified Normalized Difference Water Index (MNDWI), pada tahun 2014 dan 2024. Data citra Landsat 8 untuk tahun 2014 dan Landsat 9 untuk tahun 2024 diolah menggunakan teknik penginderaan jauh dan sistem informasi geografis (SIG). Algoritma Environmental Critically Index (ECI) digunakan untuk mengintegrasikan keempat parameter tersebut menjadi satu indeks tingkat kekritisan lingkungan. Hasil analisis menunjukkan bahwa terjadi peningkatan pada area dengan tingkat kekritisan tinggi berdasarkan ECI, terutama di pusat aktivitas perkotaan. Indeks LST mengalami kenaikan yang mencerminkan peningkatan suhu permukaan lahan, sementara NDVI cenderung menurun yang menunjukkan degradasi tutupan vegetasi. NDBI menunjukkan peningkatan area terbangun, sedangkan MNDWI menurun, menandakan berkurangnya area perairan atau lahan basah. Kesimpulan dari penelitian ini menyatakan bahwa selama periode 2014–2024, wilayah perkotaan Kabupaten Garut mengalami peningkatan dalam tingkat kekritisan lingkungan. Penurunan vegetasi, peningkatan kawasan terbangun, serta naiknya suhu permukaan menjadi faktor utama degradasi. Sebanyak 28,39% wilayah tercatat memburuk, menegaskan pentingnya pengendalian urbanisasi dan perlindungan ruang terbuka hijau untuk menjaga kualitas lingkungan. Environmental conditions in the urban areas of Garut Regency have undergone notable changes over the past decade, marked by increasing pressure from rapid urbanization and land-use conversion. These phenomena have led to vegetation degradation, rising land surface temperatures, and an overall decline in environmental quality. This study focuses on assessing changes in the level of environmental criticality by analyzing four parameters: Land Surface Temperature (LST), Normalized Difference Vegetation Index (NDVI), Normalized Difference Built-up Index (NDBI), and Modified Normalized Difference Water Index (MNDWI) in the years 2014 and 2024. Landsat 8 imagery (2014) and Landsat 9 imagery (2024) were processed using remote sensing and Geographic Information System (GIS) techniques. The Environmental Critically Index (ECI) algorithm was employed to integrate the four parameters into a single index representing environmental criticality levels. The analysis revealed a significant increase in high-criticality areas, particularly in urban centers. LST values increased, indicating higher surface temperatures, while NDVI decreased, reflecting vegetation loss. NDBI showed growth in built-up areas, and MNDWI declined, indicating a reduction in water bodies or wetlands. The study concludes that between 2014 and 2024, Garut’s urban areas experienced a significant increase in environmental criticality. Vegetation loss, expansion of built-up areas, and rising temperatures are the main contributors to this environmental degradation. Approximately 28.39% of the area showed worsening conditions, highlighting the urgent need for urbanization control and the protection of green open spaces to preserve environmental quality.
