    Abstract

    Pengembangan pariwisata alam di kawasan Sungai Palayangan memerlukan keterlibatan berbagai pemangku kepentingan secara terkoordinasi guna menjamin keberlanjutan. Penelitian ini bertujuan untuk menganalisis peran, kepentingan, dan pengaruh stakeholder dalam pengelolaan kawasan wisata, serta menyusun strategi kolaboratif untuk mendukung pariwisata berkelanjutan. Penelitian dilakukan dengan pendekatan deskriptif kualitatif melalui observasi, wawancara mendalam, dan dokumentasi terhadap lima stakeholder utama. Teknik snowball sampling digunakan sebagai teknik pemilihan informan. Hasil analisis menggunakan matriks pengaruh-kepentingan menunjukkan bahwa Muara Rahong Hills dan PRSP berada pada kuadran “subject” dengan kepentingan tinggi dan pengaruh rendah, sementara Perhutani dan Disbudpar Kabupaten Bandung tergolong “context setter” dengan pengaruh tinggi namun kepentingan rendah. LMDH Pulosari berada di posisi tengah dalam kuadran “subject”. Tidak ditemukan stakeholder dalam kategori “key players” maupun “crowd”. Penelitian ini menekankan pentingnya penguatan kolaborasi antar stakeholder, dan merekomendasikan strategi seperti peningkatan komunikasi, kapasitas, kelembagaan, regulasi, dan pengelolaan konflik sebagai upaya mendukung pengembangan pariwisata yang inklusif dan berkelanjutan di Sungai Palayangan. The development of nature-based tourism in the Palayangan River area requires coordinated involvement of various stakeholders to ensure sustainability. This study aims to analyze the roles, interests, and influence of stakeholders in managing the tourism area and to formulate collaborative strategies to support sustainable tourism. A descriptive qualitative approach was employed, using observation, in-depth interviews, and documentation involving five key stakeholders. The snowball sampling technique was used to select informants. The analysis using the power-interest matrix revealed that Muara Rahong Hills and the Palayangan River Rafting Community (PRSP) are positioned in the "subject" quadrant, indicating high interest but low influence. Meanwhile, Perhutani and the Bandung Regency Department of Tourism and Culture are categorized as "context setters," with high influence but low interest. LMDH Pulosari occupies a middle position within the "subject" quadrant. No stakeholders were identified in the "key players" or "crowd" quadrants. The study emphasizes the importance of strengthening stakeholder collaboration and recommends strategies such as improving communication, capacity building, institutional development, regulatory enforcement, and conflict management to support inclusive and sustainable tourism development in the Palayangan River area.
