Abstract
This study aims to develop a deliberative debate model using the Toulmin argumentation strategy in rhetoric learning at the university level. The background of this research lies in the weakness of students’ rhetorical skills, critical thinking, and ability to present arguments logically often caused by learning approaches that are overly theoretical and lack practical application. Therefore, there is an urgent need for a learning model that is applicable, contextual, and encourages active participation. The developed model integrates the Toulmin argumentation rhetorical tactics, aiming to establish a debate pattern that is logical, reflective, communicative, ethical, and relevant to the public context. This research employed the Research and Development (R&D) method using the ADDIE model, implemented in several universities in North Sumatra. The findings indicate that this model significantly improves critical thinking skills, the ability to construct and present arguments, and students’ confidence in expressing opinions in public forums. The increase in academic achievement and positive feedback from students suggest the model’s effectiveness. Furthermore, the model also fosters improvements in the affective and psychomotor domains. Evaluation results show that the application of this model is highly effective in the context of higher education. Thus, the deliberative debate model employing the Toulmin argumentation strategy has proven to enhance the overall quality of rhetoric learning, bridging the gap between theory and practice, and fostering a culture of critical thinking in academic settings. These findings strengthen the framework of modern rhetoric learning based on active interaction and critical reflection and can serve as a reference for curriculum development in higher education. The implications of this research encourage policymakers and lecturers to adopt more dialogic and contextual learning models in rhetoric instruction.
