    Abstract

This research is based on the phenomenon of the large number of zakat administrators (amil) who have not yet been certified for competence, which may reflect the low quality of amil and thus affect the suboptimal collection of zakat at the national level. Therefore, competence certification is required as a form of professional recognition for amil. The purpose of this study is to analyze the level and influence of subjective norms, perceptions of certification costs, career motivation, and economic motivation on the intention to obtain amil competence certification. The population in this study consists of amil zakat in Bandung City who have not yet been certified, with a total sample of 131 respondents. Data were collected using questionnaires through a combination of purposive sampling and snowball sampling techniques. This study is grounded in the Theory of Planned Behavior (TPB) and motivation theory, employing a quantitative approach, and analyzed using descriptive statistical analysis and Partial Least Square-Structural Equation Modeling (PLS-SEM). The results of the descriptive analysis indicate that subjective norms, perceptions of certification costs, career motivation, and economic motivation fall into the high category. Meanwhile, the hypothesis testing results show that subjective norms, career motivation, and economic motivation have a positive and significant influence on the intention to obtain amil competence certification, whereas the perception of certification costs has no significant effect. The findings of this research have implications for the development of scientific knowledge and provide useful information for stakeholders in designing sustainable policies. The recommendations are for the government to increase the number of free certification programs each year, and for every zakat institution to remain committed to facilitating amil in participating in competence certification programs in order to improve their quality in carrying out their duties.
