    Abstract

    Penelitian ini bertujuan untuk menganalisis implementasi learning organization dalam meningkatkan kinerja pegawai di Balai Besar Pelatihan Kesehatan Ciloto. Fokus penelitian mencakup perencanaan, pelaksanaan, serta faktor pendukung dan penghambat kegiatan learning organization. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif, dan teknik pengumpulan data melalui wawancara mendalam, observasi, dan studi dokumentasi. Informan penelitian terdiri dari Agent of Change, ketua kelompok, dan anggota kelompok yang terlibat langsung dalam kegiatan. Data dianalisis secara deskriptif untuk menggambarkan dinamika penerapan learning organization di lingkungan kerja. Hasil penelitian menunjukkan bahwa perencanaan kegiatan sudah selaras dengan visi dan misi organisasi serta difasilitasi melalui forum ketua kelompok sebagai wadah komunikasi. Pelaksanaan learning organization berdampak positif pada perubahan perilaku pegawai, terlihat dari meningkatnya keberanian berpendapat, keterbukaan terhadap pembelajaran baru, serta tumbuhnya rasa kebersamaan. Masih terdapat kendala mengenai belum adanya sistem evaluasi terstruktur, hasil pembelajaran yang belum dimanfaatkan secara optimal, keterlibatan pegawai yang belum merata, serta belum adanya pemantauan perkembangan individu secara formal. Faktor pendukung mencakup dukungan pimpinan, budaya belajar yang positif, serta forum koordinasi. Sementara itu, hambatan meliputi keterbatasan waktu, tingginya beban kerja, minimnya kerjasama eksternal, serta ketiadaan pedoman resmi. Temuan ini menjelaskan bahwa implementasi learning organization di BBPK Ciloto telah berjalan konsisten dan memberi kontribusi nyata terhadap peningkatan kinerja pegawai. Meskipun, penguatan sistem evaluasi, pemanfaatan hasil belajar, dan perluasan partisipasi pegawai masih diperlukan agar dampaknya lebih optimal bagi lembaga. This study aims to analyze the implementation of the learning organization in improving employee performance at the BBPK Ciloto. The research focuses on planning, implementation, as well as supporting and inhibiting factors of the learning organization. A qualitative approach was employed with data collected through in-depth interviews, observation, and documentation. The informants consisted of Agents of Change, group leaders, and group members directly involved in the activities. Data were analyzed descriptively to illustrate the dynamics of the learning organization within the workplace. The findings indicate that the planning of activities was aligned with the institution’s vision and mission and facilitated through the group leaders’ forum as a medium of communication. The implementation of the learning organization had a positive impact on employee behavior, reflected in greater confidence to express opinions, openness to new learning, and stronger teamwork. However, several challenges remain, including the absence of a structured evaluation system, limited utilization of learning outcomes, uneven employee participation, and the lack of formal monitoring of individual development. Supporting factors include leadership commitment, a positive learning culture, and coordination forums. Meanwhile, obstacles consist of time constraints, heavy workloads, limited external collaboration, and the absence of formal guidelines. These findings suggest that the implementation of the learning organization at BBPK Ciloto has been carried out consistently and has made a tangible contribution to improving employee performance. Nevertheless, strengthening evaluation systems, optimizing the use of learning outcomes, and expanding employee participation are still needed to maximize its impact on the institution.
