    Abstract

    Mata kuliah Pendidikan Kewarganegaraan (PKn) sebagai mata kuliah wajib sangat strategis dalam menguatkan sikap demokratis Pancasila di kalangan mahasiswa. Namun proses pelaksanaan pembelajarannya belum efektif dalam menguatkan sikap demokratis Pancasila di kalangan mahasiswa yang dibutuhkan sebagai calon pemimpin bangsa. Hal ini terjadi karena belum banyak model pembelajaran yang dikembangkan oleh para dosen. Diperlukan model pembelajaran yang dapat menguatkan sikap demokratis Pancasila di kalangan mahasiswa serta dapat diimplementasikan dalam mata kuliah PKn. Tujuan penelitian ini pada pokoknya adalah untuk mengembangkan model Problem Based Learning (PBL) untuk menguatkan sikap demokratis Pancasila di kalangan mahasiswa pada mata kuliah PKn. Metode penelitian ini adalah Research and Development (R&D). Instrumen penelitian yang digunakan meliputi angket, wawancara dan observasi. Responden penelitian ini adalah mahasiswa dan dosen pengampu mata kuliah PKn di Universitas Pendidikan Indonesia (UPI) dan Universitas Telkom. Analisis data yang digunakan adalah Mann-Whitney U Test, analisis persentase (%) dan analisis kualitatif. Hasil penelitian menunjukan bahwa: (1) Sebagian besar dosen mencantumkan komponen Rencana Pembelajaran Semester (RPS) secara lengkap, namun dalam pelaksanaan pembelajaran PKn tidak secara utuh berdasarkan RPS yang sudah direncanakan untuk menguatkan sikap demokratis Pancasila di kalangan mahasiswa, (2) Model PBL untuk membentuk sikap demokratis Pancasila di kalangan mahasiswa meliputi enam langkah pokok (sintaks) pada pembelajaran PKn yaitu: pemberian stimulus, pengorganisasian, membimbing penyelidikan, mengidentifikasi nilai sikap demokratis Pancasila, menyajikan hasil karya dan evaluasi serta refleksi, dan (3) Model PBL berpengaruh efektif dalam meningkatnya sikap demokratis Pancasila di kalangan mahasiswa. Hal ini diperkuat oleh gambaran sikap demokratis mahasiswa yang tergolong tinggi pada aspek: sikap menghargai hak setiap mahasiswa, sikap menghormati dan melaksanakan aturan yang telah disepakati di kelas, dan Sikap mahasiswa dalam berpartisipasi di kelas pada pembelajaran PKn. However, the learning process has not been effective in strengthening democratic attitudes based on Pancasila among students who are needed as future leaders of the nation. This occurs because there are not many learning models developed by lecturers. A learning model is needed that can strengthen democratic attitudes based on Pancasila among students and can be implemented in the PKn course. The purpose of this study is essentially to develop a Problem Based Learning (PBL) model to strengthen democratic attitudes based on Pancasila among students in the PKn course. This research method is Research and Development (R&D). The research instruments used include questionnaires, interviews, and observations. Respondents of this study were students and lecturers teaching the PKn course at the Indonesian University of Education (UPI) and Telkom University. Data analysis used was the Mann-Whitney U Test, percentage analysis (%) and qualitative analysis. The results of the study show that: (1) Most lecturers include the components of the Semester Learning Plan (RPS) in full, but in the implementation of PKn learning it is not completely based on the RPS that has been planned to strengthen the democratic attitude of Pancasila among students, (2) The PBL model to form a democratic attitude of Pancasila among students includes six main steps (syntax) in PKn learning, namely: providing stimulus, organizing, guiding investigations, identifying the values of democratic attitudes of Pancasila, presenting work results and evaluation and reflection, and (3) The PBL model has an effective influence in increasing democratic attitudes of Pancasila among students. This is reinforced by the description of democratic attitudes of students which are classified as high in the aspects of: attitudes of respecting the rights of each student, attitudes of respecting and implementing rules that have been agreed upon in class, and attitudes of students in participating in class in PKn learning.
