    Abstract

    Peningkatan kapasitas kelembagaan Pusat Kegiatan Belajar Masyarakat (PKBM) di Kabupaten Karawang sangat penting karena lembaga ini menyediakan akses pendidikan bagi masyarakat yang tidak terjangkau oleh sistem formal. Namun, banyak PKBM menghadapi tantangan seperti keterbatasan sumber daya manusia, sarana prasarana, dan pendanaan. Rendahnya mutu akreditasi, dengan hanya 3,77% PKBM meraih peringkat A, menunjukkan perlunya pendampingan yang terstruktur. Penelitian ini bertujuan mengembangkan model pendampingan berbasis Learning Exchange untuk meningkatkan kapasitas PKBM melalui metode Research and Development (R&D) dengan pendekatan kualitatif. Data dikumpulkan melalui wawancara, observasi, Focus Group Discussion (FGD), dan studi dokumentasi yang melibatkan penilik dan pengelola PKBM. Hasil penelitian menunjukkan bahwa kapasitas kelembagaan PKBM di Karawang masih menghadapi tantangan pada penerapan kebijakan, manajemen, pembelajaran organisasi, kemitraan, dan kepemimpinan. Hubungan kolaboratif antara penilik dan pengelola telah terjalin melalui pendampingan, tetapi sebagian besar PKBM masih bergantung pada penilik dalam pengelolaan operasional. Penilik dan pengelola berharap adanya pelatihan intensif berbasis kebutuhan lokal, dukungan infrastruktur, dan kolaborasi dengan pemerintah serta sektor swasta. Model Learning Exchange dikembangkan dengan tiga elemen utama: Input (Personal, Instrumental, dan Environmental Input), Proses (membangun kepercayaan, pengumpulan data anamnesis, sintesis, diagnosis, dan pembuatan rencana tindakan), dan Output (peningkatan komunikasi, identifikasi kebutuhan, analisis data strategis, rencana tindakan terukur, dan pendampingan berkelanjutan). Model ini efektif meningkatkan kapasitas PKBM melalui penguatan sinergi, keterampilan manajerial, dan kolaborasi berkelanjutan, sehingga PKBM mampu beroperasi secara mandiri dengan dukungan minimal dari pihak eksternal. This research aims to develop a learning exchange-based mentoring model to increase the institutional capacity of the Community Learning Center (CLC) in Karawang Regency. The research uses a descriptive qualitative approach with the Grounded Theory method. Data were collected through in-depth interviews, participatory observations, Focus Group Disscusion, and documentation studies, involving CLC observers and managers as the main subjects. The results of the study show that, first, the empirical condition of CLC management still faces challenges in managerial aspects, resource development and supervision processes. Second, the problems and expectations faced by the Inspector and CLC managers reveal the urgent need for training, intensive mentoring and technological support to improve management effectiveness. Third, based on the analysis, the structure of the Learning Exchange model was developed which consists of three main stages: pre-activity (planning and coordination), implementation (mentoring, workshop) and field visits and collaborative evaluation. This model allows for the exchange of best practices between CLC and the improvement of the competencies of all actors involved. The conclusion of this study is that the Learning Exchange model is effective in increasing the institutional capacity of CLC through strengthening synergy between institutions, improving managerial skills, and supporting collaboration. This model has a positive impact in creating a more independent, responsive, and sustainable CLC in providing quality non-formal education services. The recommendations of this study include policy strengthening, provision of local needs-based training and development of a continuous evaluation system to ensure the sustainability of the model. The implementation of a systematic model has the potential to be a strategic approach to improve the quality of non-formal education more broadly.
