    Abstract

    Krisis demografis di Jepang dan tingginya angka pengangguran di Indonesia mendorong pelaksanaan program Pelatihan Persiapan Pemagangan ke Jepang sebagai solusi peningkatan kompetensi tenaga kerja. Penelitian ini bertujuan mengkaji persiapan, pelaksanaan, dan hasil program tersebut di LPK Mulia Mandiri Indonesia menggunakan model evaluasi CIPP (Context, Input, Process, Product). Penelitian berlandaskan teori evaluasi program Stufflebeam dengan pendekatan kualitatif deskriptif, melalui wawancara, observasi, dan studi dokumentasi. Informan dalam penelitian ini meliputi general manager, instruktur, dan peserta pelatihan. Hasil penelitian menunjukkan bahwa pelatihan telah dirancang sesuai kebutuhan peserta dan mitra Jepang, dengan dukungan kurikulum berbasis kompetensi, tenaga pengajar bersertifikasi, serta sarana dan prasarana memadai. Proses pelaksanaan berjalan sesuai rencana, termasuk evaluasi berkala setiap dua minggu. Hasil pelatihan menunjukkan peningkatan kemampuan peserta dalam aspek keterampilan, disiplin, dan komunikasi berbahasa Jepang. Indikator keberhasilan program terlihat dari ketercapaian tujuan pelatihan, kesiapan peserta menghadapi dunia kerja, dan meningkatnya kepercayaan perusahaan Jepang terhadap lembaga. Temuan penelitian menggarisbawahi pentingnya pelaksanaan evaluasi secara menyeluruh di setiap tahapan pelatihan. Saran diberikan untuk memperkuat kualitas pelatihan melalui peningkatan kompetensi instruktur, pembaruan kurikulum, serta penguatan evaluasi berkelanjutan guna mendukung peningkatan mutu program secara menyeluruh. Japan’s demographic crisis and Indonesia’s high unemployment rate have driven the implementation of the Pre-Departure Training Program for Internships in Japan as a solution to improving workforce competence. This study aims to examine the preparation, implementation, and outcomes of the program at LPK Mulia Mandiri Indonesia using the CIPP evaluation model (Context, Input, Process, Product). The research is based on Stufflebeam’s program evaluation theory and employs a descriptive qualitative approach through interviews, observations, and documentation. Informants included the general manager, instructors, and training participants. The findings show that the training was designed according to the needs of participants and Japanese partners, supported by a competency-based curriculum, certified instructors, and adequate facilities. The implementation process ran according to plan, including biweekly evaluations. The results indicated improvements in participants’ skills, discipline, and Japanese language communication. Indicators of success were reflected in the achievement of training objectives, participants’ readiness for the workforce, and increased trust from Japanese companies in the institution. The study emphasizes the importance of conducting comprehensive evaluations at every stage of the training. Recommendations include enhancing instructor competence, updating the curriculum, and strengthening continuous evaluation to support the overall improvement of the program.
