    Abstract

    Penelitian ini bertujuan untuk merumuskan strategi penguatan kompetensi kewargaan digital bagi calon guru PPKn melalui pembelajaran jarak jauh (PJJ). Pendekatan kualitatif dengan metode studi kasus digunakan, melibatkan 80 mahasiswa sebagai calon guru PPKn, 5 dosen PPKn Universitas Terbuka (UT), 6 guru PPKn, 15 tutor, dan 70 siswa yang terlibat dalam pembelajaran daring. Data dikumpulkan melalui wawancara mendalam, observasi, dan analisis dokumen kegiatan pembelajaran. Hasil penelitian menunjukkan beberapa strategi utama dalam penguatan kompetensi kewargaan digital. Pertama, integrasi literasi digital dan etika digital ke dalam kurikulum PPKn sangat penting untuk memastikan bahwa calon guru tidak hanya menguasai teknologi, tetapi juga mengembangkan kesadaran etis, berpikir kritis, dan bertanggung jawab sebagai warga digital. Kedua, pelatihan profesional berkelanjutan sangat penting bagi guru agar tetap terupdate dengan perkembangan teknologi dan konsep kewargaan digital. Ketiga, penyediaan infrastruktur digital yang merata juga sangat vital untuk mengatasi kesenjangan digital, sehingga semua siswa dan guru dapat memanfaatkan teknologi secara optimal dalam pembelajaran daring. Penelitian ini juga mengidentifikasi beberapa tantangan, seperti keterbatasan akses internet di beberapa daerah dan rendahnya kesadaran tentang etika digital di kalangan sebagian peserta. Meskipun demikian, temuan penelitian ini menekankan pentingnya keseimbangan antara dimensi teknologis dan etis dalam mempersiapkan calon guru sebagai warga negara digital yang bertanggung jawab dan dapat mendorong keterlibatan kewargaan berbasis nilai Pancasila. This study aims to formulate strategies for enhancing the digital citizenship competencies of prospective Civic Education (PPKn) teachers through distance learning (DL). A qualitative approach using a case study method was employed, involving 80 prospective PPKn teachers, 5 PPKn lecturers from Universitas Terbuka (UT), 6 PPKn teachers, 15 tutors, and 70 students engaged in online learning. Data were gathered through in-depth interviews, observations, and document analysis of learning activities. The findings highlight several key strategies for strengthening digital citizenship competencies. First, integrating digital literacy and digital ethics into the PPKn curriculum is essential to ensure that prospective teachers not only master technology but also develop ethical awareness, critical thinking, and responsible behavior as digital citizens. Second, continuous professional development through training is crucial for teachers to stay updated with technological advancements and digital citizenship concepts. Third, ensuring equitable access to digital infrastructure is vital, as it helps bridge the digital divide and provides all students and teachers with the tools they need for effective online learning. The study also identified challenges, including limited internet access in certain regions and low awareness of digital ethics among some participants. Nevertheless, the findings underscore the importance of balancing technological and ethical dimensions in preparing prospective teachers as responsible digital citizens capable of fostering civic engagement based on Pancasila values.
