Abstract
Penelitian ini bertujuan untuk mengkaji pengaruh kompetensi dan pengembangan karier terhadap kinerja pegawai di Dinas Sumber Daya Air Provinsi Jawa Barat. Latar belakang penelitian ini didasarkan pada data kinerja pegawai selama periode 2021–2024 yang menunjukkan adanya fluktuasi signifikan dalam distribusi predikat kinerja. Penurunan jumlah pegawai dengan predikat Baik Sekali pada tahun 2022 dan 2023 mengindikasikan perlunya evaluasi terhadap faktor-faktor yang memengaruhi kinerja, termasuk kompetensi dan pengembangan karier. Penelitian ini menggunakan pendekatan kuantitatif deskriptif dengan metode survei. Sebanyak 73 responden yang merupakan pegawai di lingkungan Dinas Sumber Daya Air menjadi sampel dalam penelitian ini. Pengumpulan data dilakukan melalui kuesioner dengan skala penilaian 4 poin, dan analisis data dilakukan dengan regresi linier berganda. Hasil penelitian menunjukkan bahwa kompetensi dan pengembangan karier berpengaruh positif dan signifikan terhadap kinerja pegawai. Kompetensi yang mencakup pengetahuan, keahlian, dan sikap terbukti mendukung pelaksanaan tugas secara profesional, sementara pengembangan karier yang meliputi pendidikan, pelatihan, mutasi, promosi, dan masa kerja mendorong motivasi serta produktivitas kerja. Meskipun secara umum kinerja pegawai berada pada kategori cukup tinggi, aspek kualitas kerja masih menjadi perhatian. Penelitian ini menggarisbawahi pentingnya pengelolaan sumber daya manusia yang menyeluruh dan berkelanjutan untuk mencapai kinerja optimal di sektor pemerintahan. This study aims to examine the influence of competency and career development on employee performance at the Water Resources Office of West Java Province. The background of this study is based on employee performance data for the period 2021–2024, which shows significant fluctuations in the distribution of performance ratings. The decrease in the number of employees with Very Good ratings in 2022 and 2023 indicates the need to evaluate the factors influencing performance, including competency and career development. This study uses a descriptive quantitative approach with a survey method. A total of 73 respondents, employees of the Water Resources Office, served as the sample. Data collection was conducted using a questionnaire with a 4-point rating scale, and data analysis was performed using multiple linear regression. The results of the study indicate that competency and career development have a positive and significant impact on employee performance. Competence, encompassing knowledge, skills, and attitudes, has been shown to support professional task performance, while career development, encompassing education, training, transfers, promotions, and tenure, boosts motivation and work productivity. Although employee performance is generally considered quite high, work quality remains a concern. This study underscores the importance of comprehensive and sustainable human resource management to achieve optimal performance in the government sector.
