Abstract
Penelitian ini menganalisis peran manajerial kepala SD Mutiara Bunda dalam implementasi pendidikan inklusi, meliputi perencanaan (visi inklusif, asesmen, PPI), pengorganisasian (struktur, SDM, fasilitas, anggaran), pelaksanaan (koordinasi, kepemimpinan, pemantauan), dan evaluasi (diskusi, umpan balik, pengendalian mutu) menggunakan metode deskriptif dan pendekatan kualitatif. Meskipun SD Mutiara Bunda menunjukkan peran manajerial yang kuat dan terstruktur, implementasi menghadapi tantangan internal (keterbatasan SDM, pemahaman guru, fasilitas) dan eksternal (partisipasi orang tua), namun sekolah tetap mengupayakan peningkatan/pengembangan, melalui strategi yang diterapkan mencakup pelatihan guru, kolaborasi orang tua, kunjungan studi, Quality Control, dan treatment individual. Hasilnya menunjukkan keberhasilan signifikan dalam menumbuhkan toleransi, peningkatan akademik dan sosial baik untuk anak berkebutuhan khusus maupun reguler, serta kepuasan berbagai pihak sehingga menjadikan sekolah ini percontohan inklusi. Walaupun demikian, proses menuju penyelenggaraan inklusi yang ideal masih memerlukan upaya perbaikan dan peningkatan berkelanjutan, terutama dalam mengatasi keterbatasan penerimaan anak dengan hambatan beragam, memperhatikan urgensi penguatan kompetensi manajerial kepala sekolah dan dukungan berkelanjutan dari berbagai pihak. This research analyzes the managerial role of the principal of SD Mutiara Bunda in implementing inclusive education, covering planning (inclusive vision, assessment, IEPs), organizing (structure, human resources, facilities, budget), implementation (coordination, leadership, monitoring), and evaluation (discussion, feedback, quality control). Although SD Mutiara Bunda demonstrates a strong and structured managerial role, implementation faces internal challenges (limited human resources, teacher understanding, facilities) and external challenges (parental participation). Nevertheless, the school continues to strive for improvement and development through implemented strategies, including teacher training, parental collaboration, study visits, quality control, and individual treatment. The results show significant success in fostering tolerance, academic and social improvement for both children with special needs and regular students, and satisfaction from various parties, making this school a model for inclusion. However, the process toward ideal inclusive education still requires continuous efforts for improvement and enhancement, especially in addressing limitations in accepting children with diverse disabilities, emphasizing the urgency of strengthening the principal's managerial competence, and securing ongoing support from various stakeholders.
