    Abstract

    Penelitian ini bertujuan untuk mengevaluasi program diklat literasi digital yang diselenggarakan oleh UPTD TIK Dinas Pendidikan dan Kebudayaan Provinsi Banten dalam meningkatkan kompetensi digital guru, khususnya di Kabupaten Pandeglang dan Kota Serang. Dua wilayah tersebut dipilih karena memiliki nilai Uji Kompetensi Guru (UKG) terendah di Provinsi Banten. Penelitian ini menggunakan pendekatan kualitatif evaluatif dengan model CIPP (Context, Input, Process, Product). Data diperoleh melalui wawancara mendalam, observasi, dan studi dokumentasi, dengan partisipan terdiri atas guru, penyelenggara diklat, dan widyaiswara. Hasil penelitian menunjukkan bahwa secara konteks, program telah dirancang berdasarkan kebijakan dan kebutuhan peningkatan literasi digital guru. Dari aspek input, kurikulum, narasumber, dan kerja sama lintas lembaga telah sesuai, meskipun masih terdapat keterbatasan dana dan fasilitas. Proses pelaksanaan berjalan cukup baik dan mendapat respon positif, namun terkendala pada teknis pelaksanaan dan koordinasi antar lembaga. Secara produk, pelatihan terbukti berdampak positif dalam meningkatkan kepercayaan diri, kreativitas, serta kemampuan kolaboratif dan komunikatif guru dalam pemanfaatan teknologi pembelajaran. Kendati demikian, pelatihan masih perlu diperluas pada aspek keamanan digital, etika bermedia, dan literasi informasi kritis. Penelitian ini merekomendasikan adanya perbaikan berkelanjutan dalam pelatihan literasi digital, baik dari sisi perencanaan, materi, maupun distribusi pelatihan agar pemerataan kompetensi digital guru di seluruh wilayah Provinsi Banten dapat tercapai secara optimal. This study aims to evaluate the digital literacy training program organized by the UPTD TIK of the Banten Provincial Education and Culture Office to improve teachers’ digital competencies, particularly in Pandeglang Regency and Serang City. These two regions were selected due to their low Teacher Competency Test (UKG) scores. This research employed a qualitative evaluative approach using the CIPP model (Context, Input, Process, Product). Data were collected through in- depth interviews, observations, and document analysis, involving teachers, training organizers, and instructors. The results revealed that in the context aspect, the program was designed based on relevant policies and the need to enhance teachers’ digital literacy. The input showed appropriate curriculum, instructors, and institutional collaboration, although limited funding and facilities remained a constraint. The process was implemented fairly well and received positive feedback but faced technical and coordination issues. The product demonstrated positive impacts such as increased confidence, creativity, collaboration, and communication among teachers in utilizing technology in teaching. However, improvements are still needed in areas of digital safety, media ethics, and critical information literacy. This study recommends continuous improvement of the digital literacy program in terms of planning, content, and distribution to achieve equal digital competence among teachers across Banten Province.
