    Abstract

    Penelitian ini bertujuan untuk mengevaluasi efektivitas penyelenggaraan program pendidikan magister super spesialis pada fokus bidang studi sektor bina marga di Pusbangkom JPW BPSDM Kementerian PUPR. Program ini merupakan strategi pengembangan kompetensi teknis bagi aparatur sipil negara yang ditujukan untuk menjawab tantangan pembangunan infrastruktur nasional. Penelitian menggunakan pendekatan kualitatif deskriptif dengan model Evaluasi Pengembangan Kompetensi 6 Level (Context, Input, Reaction, Learning, Behavior, dan Result). Teknik pengumpulan data dilakukan melalui wawancara mendalam terhadap karyasiswa alumni, dosen perguruan tinggi mitra (ITB, UGM, dan ITS), serta perwakilan unit pengguna lulusan. Hasil penelitian menunjukkan bahwa secara umum perencanaan dan pelaksanaan program telah relevan dengan kebutuhan organisasi, namun terdapat kendala dalam pelaksanaan pembelajaran daring yang memengaruhi efektivitas penyampaian materi praktik. Respons peserta terhadap program tergolong positif, disertai peningkatan pengetahuan dan keterampilan. Namun, implementasi kompetensi di lingkungan kerja belum merata dan bergantung pada dukungan struktural organisasi. Kesimpulan dari penelitian ini menunjukkan bahwa efektivitas program berada pada tingkat cukup efektif, dengan kebutuhan peningkatan strategi pasca-studi, penguatan monitoring alumni, serta sinergi antara penyelenggara program dan unit pengguna. This study aims to evaluate the effectiveness of the super specialist master's program implementation in the road and bridge sector study focus at the center for competency development in roads, housing, and regional infrastructure, human resources development agency, ministry of public works and housing. The program is designed as a strategic effort to improve the technical competencies of civil servants in supporting national infrastructure development. The research employed a qualitative descriptive approach using the 6-Level Competency Development Evaluation Model (Context, Input, Reaction, Learning, Behavior, and Result). Data were collected through in-depth interviews with MSS alumni, lecturers from partner universities (ITB, UGM, and ITS), and representatives of user units. The results indicate that the planning and implementation of the program are generally aligned with institutional needs, although challenges in online learning delivery have affected the effectiveness of practical components. Participants expressed positive responses to the program, with observable improvements in knowledge and skills. However, the application of acquired competencies in the workplace remains uneven and is influenced by organizational support. The study concludes that the program's effectiveness is at a moderately effective level, suggesting the need for enhanced post-study strategies, stronger alumni monitoring, and closer synergy between program implementers and user units.
