Abstract

Penelitian ini dilatarbelakangi oleh ketidaksesuaian antara pelaksanaan Penerimaan Peserta Didik Baru (PPDB) dengan prinsip pelayanan publik yang menuntut transparansi, responsivitas, dan akuntabilitas. Sistem PPDB telah didigitalisasi, namun implementasinya masih bersifat administratif dan belum mampu menjawab kebutuhan akses layanan pendidikan yang inklusif serta berkualitas. Kebaruan dari penelitian ini terletak pada pengembangan model PPDB yang mengintegrasikan teknologi informasi berbasis web dengan dimensi mutu layanan publik dalam konteks manajemen peserta didik baru, sebagai upaya menjembatani kesenjangan antara teori dan praktik dalam implementasi kebijakan pendidikan, khususnya kebijakan zonasi. Tujuan dari penelitian ini adalah untuk mengembangkan model PPDB berbasis sistem informasi web yang terintegrasi dengan prinsip mutu layanan pendidikan guna meningkatkan kualitas layanan pendidikan di Kabupaten Purwakarta. Penelitian ini menggunakan pendekatan mix-method dengan desain explanatory sequential, yang diawali dengan analisis kuantitatif terhadap efektivitas sistem PPDB yang ada, kemudian dilanjutkan dengan eksplorasi kualitatif guna memperdalam pemahaman terhadap dinamika implementasi kebijakan di tingkat satuan pendidikan. Model yang dikembangkan memadukan aspek teknis sistem informasi dengan lima dimensi mutu layanan publik berdasarkan model RATER, yaitu Reliability, Assurance, Tangibles, Empathy, dan Responsiveness. Temuan penelitian menunjukkan bahwa model PPDB berbasis web yang dikembangkan secara signifikan mampu meningkatkan persepsi keandalan dan kejelasan informasi, memperkuat transparansi dan keadilan dalam proses seleksi calon peserta didik, serta mendorong partisipasi aktif dari pemangku kepentingan, khususnya orang tua dan pihak sekolah. Selain itu, model ini memberikan kontribusi implementatif bagi pemerintah daerah Kabupaten Purwakarta dalam merancang layanan pendidikan berbasis digital yang lebih akuntabel, efisien, dan berorientasi pada kepuasan publik. This study is motivated by the misalignment between the implementation of the New Student Admission (PPDB) system and the principles of public service, which demand transparency, responsiveness, and accountability. Although the PPDB system has been digitalized, its implementation remains largely administrative and has yet to address the need for inclusive and high-quality educational service access. The novelty of this study lies in the development of a PPDB model that integrates web-based information technology with the dimensions of public service quality within the context of student admission management, serving as an effort to bridge the gap between theory and practice in education policy implementation, particularly in the context of zoning policies. The purpose of this study is to develop a web-based PPDB model that incorporates principles of educational service quality to improve the overall quality of educational services in Purwakarta Regency. A mixed-method approach with an explanatory sequential design was employed, beginning with quantitative analysis of the effectiveness of the existing PPDB system, followed by qualitative exploration to deepen understanding of the dynamics of policy implementation at the school level. The developed model combines technical aspects of information systems with the five dimensions of public service quality based on the RATER model: Reliability, Assurance, Tangibles, Empathy, and Responsiveness. The findings indicate that the proposed web-based PPDB model significantly enhances users’ perceptions of reliability and clarity of information, strengthens transparency and fairness in the student selection process, and encourages active stakeholder participation, especially from parents and school administrators. Furthermore, the model provides an implementable framework for local governments Purwakarta Regency in designing digital-based educational services that are more accountable, efficient, and oriented toward public satisfaction.
