    Abstract

    Penelitian ini dilakukan atas dasar perhitungan skema IHBI yang jarang diketahui dan proporsi Ruang Terbuka Hijau (RTH) di Kota Bandung khususnya Kecamatan Sumur Bandung yang tidak sesuai dengan UU no. 26 Tahun 2007 dengan proporsi minimal 30%. Tujuan dari penelitian ini adalah untuk menganalisis Komparasi Permen ATR/BPN no.14 Tahun 2022 dengan Permen PU No.5 Tahun 2008 Mengenai Proporsi Ruang Terbuka Hijau Berdasarkan Luas Wilayah Di Kecamatan Sumur Bandung Kota Bandung. Desain penelitian yang digunakan adalah metode kuantitatif deskriptif. Instrumen penelitian yang digunakan adalah wawancara, data RTH, skema IHBI Permen ATR/BPN no.14 Tahun 2022, dan skema perhitungan RTH Permen PU no.5 Tahun 2008. Populasi penelitian meliputi seluruh pola ruang Kecamatan Sumur Bandung dengan sampel yaitu RTH Kecamatan Sumur Bandung. Hasil penelitian menunjukkan bahwa: 1) Proporsi Ruang Terbuka Hijau di Kecamatan Sumur Bandung menurut Permen PU no.5 Tahun 2008 adalah 6,58%. 2) Skema perhitungan Permen PU disamaratakan tidak ada faktor dan nilai bobot yang berbeda. 3) Ruang Terbuka Hijau di Kecamatan Sumur Bandung menurut Permen ATR/BPN no.14 Tahun 2022 adalah 38,93%. 4) Skema perhitungan Permen ATR/BPN menggunakan IHBI yang terdiri dari 3 tipologi RTH, tiap tipologi memiliki faktor dan nilai bobot yang berbeda. 5) Pemerintah Kota Bandung memiliki program dan strategi agar RTH terjaga. Adapun saran dari peneliti yaitu, meningkatkan luas RTH di daerah mana pun khususnya di Kecamatan Sumur Bandung untuk mencapai target minimal 30% dari total wilayah, dengan menggunakan Indeks Hijau-Biru Indonesia (IHBI) sebagai acuan perhitungan. This research was carried out on the basis IHBI calculation scheme and the insufficient proportion of Green Open Space (RTH) in Bandung, particularly in the Sumur Bandung District, which does not meet the 30% minimum requirement as mandated by UU No. 26 of 2007. The research aims to compare the Permen ATR/BPN No. 14 of 2022 with the Permen No. 5 of 2008 concerning the RTH proportion based on area in Sumur Bandung District, Bandung City. A descriptive quantitative method was employed in the research design. The Research Instrument used were interviews, RTH data, the IHBI scheme from Permen ATR/BPN No. 14 of 2022, and the RTH calculation scheme from the Permen PU No. 5 of 2008. The study's population included the entire spatial pattern of the Sumur Bandung District, with RTH in the district as the sample. The results showed that: 1) The RTH proportion in Sumur Bandung according to the Permen PU No. 5 of 2008 is 6.58%. 2) The Ministry of Public Works' calculation scheme is uniform without varying factors and weights. 3) The RTH proportion according to Permen ATR/BPN No. 14 of 2022 is 38.93%. 4) The ATR/BPN scheme uses IHBI, which includes three RTH typologies with different factors and weights. 5) The Bandung City Government has strategies to maintain RTH. The study suggests is to increase the area of RTH in any area, especially in Sumur Bandung District, to achieve a target of at least 30% of the total area, using the IHBI as a calculation reference.
