Abstract
Pembelajaran tuntas dalam pelatihan berbasis kompetensi berfokus pada perencanaan, pelaksanaan dan evaluasi untuk memastikan bahwa pelatihan memenuhi standar kompetensi yang telah ditetapkan. Penelitian ini bertujuan mendeskripsikan efektivitas pelatihan dalam menghasilkan kompetensi yang relevan dengan industri serta memastikan investasi dalam pendidikan dan pelatihan berdampak positif dalam meningkatkan kesempatan kerja dan kesejahteraan tenaga kerja. Penelitian ini mengacu pada konsep pendidikan masyarakat, pelatihan berbasis kompetensi dan ketuntasan belajar. Metode penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif melalui observasi, wawancara, dan studi dokumentasi. Partisipan penelitian terdiri dari penyelenggara, instruktur dan peserta pelatihan yang dipilih secara purposif. Hasil penelitian menunjukan bahwa perencanaan pelatihan di Balai Latihan Kerja Dinas Ketenagakerjaan Kota Bandung telah sesuai dengan Permenakertrans No. 8 Tahun 2014, memastikan program berjalan sesuai kebutuhan industri dan menghasilkan tenaga kerja yang siap pakai. Implementasi mastery learning dalam pelatihan food and beverage service berlangsung selama 30 hari (180 jam pelajaran) efektif menyelaraskan kompetensi peserta sesuai kebutuhan industri melalui penguasaan materi yang mendalam. Evaluasi hasil belajar menunjukan pencapaian kualitas kompetensi dari tiga aspek penting yaitu pengetahuan, keterampilan dan sikap mengungkapkan bahwa peserta mampu menerapkan teori, keterampilan teknis, serta sikap profesional yang relevan di industri kerja. Penelitian ini memberikan kontribusi terhadap pengembangan program pelatihan yang lebih efektif dan relevan dengan kebutuhan industri. Hasil penelitian diharapkan menjadi referensi bagi lembaga pelatihan dalam merancang kurikulum berbasis prinsip-prinsip pembelajaran tuntas guna menghasilkan tenaga kerja yang kompeten dan siap menghadapi tantangan di dunia industri. ; Mastery learning in competency-based training focuses on planning, implementation, and evaluation to ensure that the training meets the established competency standards. This study aims to describe the effectiveness of training in producing competencies relevant to the industry and ensuring that investment in education and training positively impacts employment opportunities and workforce welfare. This research is based on the concepts of community education, competency-based training, and mastery learning. The research method used is descriptive with a qualitative approach through observation, interviews, and documentation studies. The participants consisted of organizers, instructors, and trainees selected purposively. The results show that the training planning at the Vocational Training Center of the Bandung City Manpower Office aligns with Regulation No. 8 of 2014, ensuring the program meets industry needs and produces job-ready workers. The implementation of mastery learning in the food and beverage service training, which lasted for 30 days (180 learning hours), effectively aligned participants' competencies with industry needs through deep mastery of the material. The evaluation of learning outcomes shows that the achievement of competency quality in three key aspects knowledge, skills, and attitudes reveals that participants are able to apply theory, technical skills, and professional attitudes relevant to the workforce. This study contributes to the development of more effective and relevant training programs tailored to industry needs. The findings are expected to serve as a reference for training institutions in designing curricula based on mastery learning principles to produce competent workers ready to face challenges in the industrial world.
