    Abstract

    Kabupaten Sukabumi kawasan yang memiliki kekayaan alam melimpah dan besarnya potensi daerah dapat membantu penerimaan negara melalui Penerimaan Negara Bukan Pajak (PNBP) di bidang pertanahan. Kecamatan Cisaat sebagai salah satu kecamatan di Kabupaten Sukabumi mengalami perubahan besar dalam penerimaan PBB-P2 di tahun 2024 dikarenakan adanya kenaikan nilai tanah yang cukup signifikan. Tujuan dari penelitian ini adalah untuk mengetahui: 1) Distribusi Harga Tanah Penerimaan Negara Bukan Pajak di Kecamatan Cisaat, 2) Distribusi Harga Tanah Pasaran di Kecamatan Cisaat, 3) Perbandingan Harga Tanah Penerimaan Negara Bukan Pajak dengan Harga Tanah Pasaran menggunakan Analisis Spasial. Hasil dari penelitian ini menunjukan perbedaan harga tanah PNBP dengan pasaran yang mendominasi adalah kelas rendah (Rp. 723.676 – 1.496.875) dengan luas 5,63 km^2. Dimana, Desa Sukaresmi menjadi kawasan dengan luasan perbedaan harga tanah terbesar. Hal ini dikarenakan variasi kelas dari kedua harga tanah menunjukan adanya perbedaan yang signifikan. Sementara, Desa Sukamantri menjadi kawasan yang memiliki luasan perbedaan kedua harga tanah terendah. Maka, perbandingan antara harga tanah PNBP dengan harga tanah pasaran sebesar 1:1,5. Hal ini dikarenakan penentuan tarif untuk PNBP pertanahan juga mengacu pada harga tanah pasar. Akan tetapi, dengan perubahan nilai tanah yang terus meningkat disetiap waktunya, seringkali kondisi di lapangan atau pasaran lebih tinggi dari penetapan tarif penerimaan negara, salah satunya yakni PNBP. Sukabumi Regency is an area that has abundant natural resources and large regional potential that can help state revenues through Non-Tax State Revenue (PNBP) in the land sector. Cisaat District as one of the districts in Sukabumi Regency, experienced a major change in PBB-P2 revenues in 2024 due to a significant increase in land values. The purpose of this study was to determine: 1) the Distribution of Land Prices for Non-Tax State Revenues in Cisaat District, 2) the Distribution of Market Land Prices in Cisaat District, 3) a Comparison of Land Prices for Non-Tax State Revenues with Market Land Prices using Spatial Analysis. The results of this study show that the difference in PNBP land prices with the market that dominates is the low class (Rp. 723,676 - 1,496,875) with an area of 5.63 km^2. Sukaresmi Village is the area with the largest difference in land prices. This is because the variation in the class of the two land prices shows a significant difference. Meanwhile, Sukamantri Village is the area with the lowest difference in the two land prices. So, the comparison between the price of PNBP land and the market price of land is 1:1.5. This is because the determination of the tariff for PNBP land also refers to the market price of land. However, with changes in land values that continue to increase over time, conditions in the field or market are often higher than the determination of state revenue tariffs, one of which is PNBP.
