Abstract

Perikanan tangkap memiliki peran penting dalam memenuhi kebutuhan pangan masyarakat di Provinsi Banten, khususnya Kabupaten Pandeglang. Salah satu komoditas yang potensial adalah ikan banyar (Rastrelliger kanagurta) yang memiliki nilai ekonomis tinggi dan menjadi fokus utama penelitian. Tantangan besar yang mengancam ketersediaan ikan banyar di lokasi penelitian yaitu stok ikan banyar di Kecamatan Labuan tidak menentu, ketersediaan stok ikan ini berpengaruh terhadap harga jual ikan banyar di pasar yang berpengaruh terhadap kesejahteraan nelayan, sehingga diperlukan alternatif strategi untuk mengatasi hal tersebut. Penelitian ini bertujuan untuk menganalisis manajemen rantai pasok serta merumuskan strategi untuk meningkatkan efisiensi rantai pasok tersebut. Pelaku rantai pasok ikan banyar di Pelabuhan Perikanan Pantai (PPP) Labuan melibatkan nelayan, PPP Labuan, pengepul (supplier besar), pengecer, dan konsumen. Terdapat 4 saluran pemasaran dalam rantai pasok ikan banyar di PPP Labuan. Margin pemasaran tertinggi terjadi pada saluran ke-4 yang mana merupakan saluran terpanjang dan mempunyai biaya pemasaran tertinggi. Efisiensi pemasaran ikan banyar yang tergolong efisien hanya terjadi pada saluran 1 namun saluran ini tergolong jarang terjadi. Sementara saluran 2, 3, dan 4 tergolong tidak efisien. Penentuan strategi dengan analisis SWOT menunjukan matriks Internal Factor Analysis Summary (IFAS) memperoleh nilai skor sebesar 0,578 yang berada disumbu x, sementara matriks EFAS External Factor Analysis Summary (EFAS) memperoleh nilai skor sebesar 0,816 yang terletak di sumbu y. Hasil tersebut menunjukan bahwa rantai pasok ikan banyar di Pelabuhan Perikanan Pantai Labuan mampu bersaing dengan kompetitor lain dengan menerapkan strategi yang tepat yaitu strategi S-O dengan memanfaatkan kekuatan dan peluang yang ada dengan maksimal. Capture fisheries play an important role in meeting the food needs of the community in Banten Province, especially Pandeglang Regency. One of the potential commodities is the banyar fish (Rastrelliger kanagurta) which has high economic value and is the main focus of the study. The major challenge that threatens the availability of banyar fish at the research location is the uncertain stock of banyar fish in Labuan District, the availability of this fish stock affects the selling price of banyar fish in the market which affects the welfare of fishermen, so alternative strategies are needed to overcome this. This study aims to analyze supply chain management and formulate strategies to increase the efficiency of the supply chain. The actors in the supply chain of banyar fish at the Labuan Coastal Fisheries Port (PPP) involve fishermen, collectors (large suppliers), retailers, and consumers. There are 4 marketing channels in the supply chain of banyar fish at the Labuan PPP. The highest marketing margin occurs in the 4th channel which is the longest channel and has the highest marketing costs. The marketing efficiency of banyar fish which is relatively efficient only occurs in channel 1 but this channel is relatively rare. While channels 2, 3, and 4 are classified as inefficient. Determining the strategy with SWOT analysis shows that the Internal Factor Analysis Summary (IFAS) matrix obtained a score of 0.578 on the x-axis, while the EFAS External Factor Analysis Summary (EFAS) matrix obtained a score of 0.816 on the y-axis. These results indicate that the supply chain of banyar fish at the Labuan Coastal Fishing Port is able to compete with other competitors by implementing the right strategy, namely the S-O strategy by utilizing existing strengths and opportunities to the maximum.
