Penelitian ini bertujuan untuk mengidentifikasi nilai-nilai budaya Batak Toba yang bisa dikembangkan menjadi sumber pembelajaran IPS dan proses pengembangan wawasan kebangsaan, mendeskripsikan implementasi nilai-nilai budaya Batak Toba sebagai pencapaian langsung (instructional effect) dan tidak langsung (nurturant effect), mengidentifikasi faktor-faktor pendukung dan penghambat implementasi nilai-nilai budaya Batak Toba, serta mendeskripsikan sikap peserta didik terhadap signifikansi nilai-nilai budaya Batak Toba dengan wawasan kebangsaaan di MTsN Balige. Pendekatan yang digunakan adalah naturalistik inkuiri. Tekhnik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis data dilakukan dengan reduksi data, penyajian data, dan kesimpulan/membuat laporan. Kesimpulan dari penelitian ini adalah pertama, nilai-nilai budaya Batak Toba yang dapat dijadikan sumber pembelajaran IPS untuk mengembangkan wawasan kebangsaan yaitu nilai instrumen berupa kesenian, permainan, adat istiadat,nilai interaksi yaitu pada sistem kekerabatan (dalihan natolu), dan nilai terminal atau visi dan tujuan hidup yaitu hamoraon, hagabeon, hasangapon. Implementasi nilai-nilai budaya Batak Toba sebagai sumber pembelajaran IPS di MTsN Balige untuk mengembangkan wawasan kebangsaan sebagai pencapaian langsung yaitu terbangunnya motivasi belajar, pengetahuan dan pembelajaran jadi lebih menyenangkan, sehingga peserta didik mampu menyelesaikan tugas secara keseluruhan dengan baik, sedangkan hasil pembelajaran tidak langsung (nurturant effect) berupa pengembangan sikap yang baik selama pembelajaran yang diharapkan nantinya akan menjadi sebuah pola sikap dalam kehidupan sehari-hari. Faktor pendorong berupa kebijakan pemerintah pusat dalam bentuk kurikulum, kebijakan pemerintah daerah berupa pesta budaya, dukungan kepala sekolah berupa pembinaan dan pemberian pelatihan terhadap keterampilan dan pengetahuan guru. Sedangkan faktor penghambat yaitu perkembangan tekhnologi-ekonomi, popularitas bahasa daerah yang memudar, asimilasi dan perkawinan campuran, serta ketersediaan sarana dan prasarana sekolah. Sikap peserta didik terhadap signifikansi nilai-nilai budaya Batak Toba dengan wawasan kebangsaan yaitu mendukung nilai-nilai budaya Batak Toba sebagai sumber pembelajaran, terlihat selama pembelajaran berlangsung mereka lebih bersemangat dan mulai berkembangnya sikap ingin tahu, dan kritis. This study aimed to identify the cultural values of Batak Toba which can be developed into a learning source of social studies and the process of developing nationality insights, to describe the implementation of the cultural values of Batak Toba as direct (instructional effect) and indirect (nurturant effect) learning outcomes, to identify the factors supporting and inhibiting the implementation of the cultural values of Batak Toba, as well as to describe learners’ attitudes on the significances of the cultural values of Batak Toba with nationality insights at MTSN Balige. The approach used was naturalistic inquiry. The techniques of data collection were through interviews, observation, and documentation. The data analysis was conducted with data reduction, data display, and conclusions/ report making. The conclusions of this study are firstly, the cultural values of Batak toba which can be used as a learning source of social studies to develop nationality insights are namely the instruments values in the forms of art, games, customs, the interaction values namely kinship system (Dalihan Natolu), and the terminal or vision values namely hamoraon, hagabeon, hasangapon. The implementation of the cultural values of Batak Toba as a learning source of social studies at MTsN Balige to develop the nationality insights as a direct achievement is the establishment of learning motivation and knowledge and learning become so much fun that learners are able to complete the overall task well, while the indirect learning outcomes (nurturant effect) are the development of good attitudes during learning process that is expected to be a pattern of attitudes in everyday life. The driving factors were the government policy in the form of curriculum, the local government policy in the form of cultural events, the support from school principals in the form of guidance and providing trainings for teachers’ skill and knowledge. While the inhibiting factors were the development of technology-economy, the fading popularity of regional languages, assimilation and intermarriage, as well as the availability of school facilities and infrastructure. Learners’ attitudes towards the significances of the cultural values of Batak Toba with national insights showed that they supported the cultural values of Batak Toba as a learning source, which was seen during learning process they looked more enthusiastic and started developing attitudes of curiosity and critics.
