Abstract
Penelitian ini berjudul “Efektivitas Pengembangan Kompetensi Aparatur Sipil Negara (ASN) melalui LMS Sumedang Simpati Academy (SSA) di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Sumedang”. Objek dalam penelitian ini adalah panitia penyelenggara dan alumni peserta pelatihan,pimpinan dan rekan kerja peserta. Penelitian ini bertujuan untuk mengetahui efektivitas penyelenggaraan pengembangan kompetensi melalui LMS SSA yang diselenggarakan oleh BKPSDM Kabupaten Sumedang. Metode yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui wawancara dan studi dokumentasi. Teknik analisis data yang digunakan dalam penelitian ini yaitu dengan mereduksi data, penyajian data, dan penarikan kesimpulan dengan bantuan software Atlas.TI. Hasil penelitian ini menunjukan bahwa penyelenggaraan pengembangan kompetensi melalui LMS SSA sudah berjalan dengan baik dan efektif. Hal ini dibuktikan dengan respon yang baik dari setiap indikator efektivitas program pelatihan menurut Teori Kickrpatrick yaitu berdasarkan evaluasi reaksi, evaluasi belajar, evaluasi perilaku dan evalusi hasil. 1) Evaluasi reaksi menujukan bahwa tingkat kepuasan peserta terhadap penyelenggaraan pelatihan yaitu tinggi atau baik, serta peserta berminat dengan program ini. 2) Evaluasi belajar menunjukan bahwa terdapat peningkatan pengetahuan atau pemahaman materi pelatihan pada diri peserta. 3) Evaluasi perilaku menunjukan bahwa materi mudah diaplikasikan oleh peserta serta terdapat perubahan perilaku kerja yang relative positif setelah mengikuti pelatihan. 4) Evaluasi hasil menunjukan bahwa target utama program ini tercapai, memberikan dampak yang positif bagi alumni peserta pelatihan dan panitia penyelenggara selain itu setelah pelaksanaan kegiatan ini banyak manfaat yang dirasakan oleh alumni peserta pelatihan serta stake holder lain yang berkaitan. This research is entitled "The Effectiveness of Competency Development of State Civil Apparatus (ASN) through LMS Sumedang Simpati Academy (SSA) at the Sumedang Regency Personnel and Human Resources Development Agency". The objects in this study are the organizing committee and alumni of training participants, leaders and colleagues of participants. This study aims to determine the effectiveness of organizing competency development through LMS SSA organized by BKPSDM Sumedang Regency. The method used is descriptive method with qualitative approach. Data collection techniques were conducted through interviews and documentation studies. The data analysis technique used in this research is by reducing data, presenting data, and drawing conclusions with the help of Atlas.TI software. The results of this study indicate that the implementation of competency development through LMS SSA has been running well and effectively. This is evidenced by a good response from each indicator of the effectiveness of the training program according to Kickrpatrick Theory, namely based on reaction evaluation, learning evaluation, behavior evaluation and outcome evaluation. 1) Reaction evaluation indicates that the level of participant satisfaction with the training is high or good, and participants are interested in this program. 2) Learning evaluation shows that there is an increase in knowledge or understanding of training material in participants. 3) Behavioral evaluation shows that the material is easily applied by participants and there are relatively positive changes in work behavior after attending the training. 4) Evaluation of the results showed that the main target of this program was achieved, had a positive impact on alumni trainees and the organizing committee, besides that after the implementation of this activity many benefits were felt by alumni trainees and other related stake holders.
