Abstract
Isu literasi menjadi semakin penting di abad ke-21 seiring dengan perkembangan teknologi dan tuntutan penguasaan enam literasi dasar, namun masih terdapat banyak masyarakat yang buta huruf dan aksara. Berbagai upaya telah dilakukan pemerintah dan masyarakat untuk meningkatkan literasi, salah satunya melalui program Kampung Literasi. Namun, keberlanjutan program pemberdayaan masyarakat berbasis literasi masih menjadi tantangan, terkait dengan inovasi, faktor-faktor yang mempengaruhi, dan dampaknya bagi masyarakat. Penelitian ini bertujuan untuk menganalisis inovasi dan keberlanjutan program Kampung Literasi di TBM Sakila Kerti dalam memberdayakan masyarakat. Penelitian ini menggunakan kerangka konseptual teori inovasi Everett Rogers, teori keberlanjutan Shanker Lele, dan teori pemberdayaan masyarakat Edi Suharto. Pendekatan penelitiannya menggunakan kualitatif deskriptif dengan metode studi kasus. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dokumentasi, dan triangulasi data terhadap 10 responden yang terdiri dari pengelola TBM, pemerintah daerah, pegiat literasi, tokoh masyarakat, anggota masyarakat, dan mitra eksternal. Penelitian dilaksanakan selama 4 bulan dari Mei hingga Agustus 2024 di Kampung Literasi TBM Sakila Kerti, Kota Tegal, Jawa Tengah. Hasil penelitian menunjukkan bahwa: 1) Inovasi program Kampung Literasi di TBM Sakila Kerti mencakup aspek keuntungan relatif, kesesuaian, kerumitan, kemampuan dicoba, kemampuan diamati. 2) Faktor-faktor yang mempengaruhi keberlanjutan program mencakup aspek keberlanjutan ekologis, ekonomi, dan sosial; 3) Strategi untuk memastikan keberlanjutan program meliputi kemampuan komunikasi profetik dan pendekatan pentahelix; 4) Dampak program Kampung Literasi dalam memberdayakan masyarakat dapat dilihat dari pendekatan mikro, mezzo dan mikro. Penelitian ini berkontribusi pada pengembangan teori inovasi dan keberlanjutan program pemberdayaan masyarakat berbasis literasi, serta memberikan wawasan baru tentang pentingnya pendidikan masyarakat dalam meningkatkan literasi sebagai fondasi pembangunan yang berkelanjutan. Literacy issues are becoming increasingly important in the 21st century along with technological advancements and the demands for mastering six basic literacies, yet there are still many people who are illiterate and lack literacy skills. Various efforts have been made by the government and the community to improve literacy, one of which is through the Literacy Village program. However, the sustainability of community empowerment programs based on literacy remains a challenge, related to innovation, influencing factors, and its impact on the community. This research aims to analyse the innovation and sustainability of the Literacy Village program at TBM Sakila Kerti in empowering the community. This research uses the conceptual framework of Everett Rogers' innovation theory, Shankar Lele's sustainability theory, and Edi Suharto's community empowerment theory. The research approach uses descriptive qualitative methods with a case study. Data collection techniques were carried out through observation, interviews, documentation, and data triangulation involving 10 respondents consisting of TBM managers, local government officials, literacy activists, community leaders, community members, and external partners. The research was conducted over 4 months from May to August 2024 at the Sakila Kerti Literacy Village, Tegal City, Central Java. The research findings indicate that: 1) The innovation of the Literacy Village program at TBM Sakila Kerti encompasses aspects of relative advantage, compatibility, complexity, trialability, and observability. 2) Factors influencing the sustainability of the program include ecological, economic, and social sustainability aspects; 3) Strategies to ensure the program's sustainability involve prophetic communication skills and a pentahelix approach; 4) The impact of the Literacy Village program in empowering the community can be observed from micro, mezzo, and macro approaches. This research contributes to the development of innovation theory and the sustainability of community empowerment programs based on literacy, as well as providing new insights into the importance of community education in enhancing literacy as a foundation for sustainable development.
