Abstract

Pengembangan pariwisata berkelanjutan di Situ Gede Kota Tasikmalaya
memiliki hubungan serta keterlibatan yang erat dengan stakeholder. Penelitian ini
bertujuan untuk mengidentifikasi dan menganalisis peran stakeholder yang terlibat
dalam upaya mewujudkan pariwisata berkelanjutan di Situ Gede Kota Tasikmalaya.
Metode penelitian yang digunakan adalah deskriptif kualitatif karena guna
mendapatkan gambaran terkait peran stakeholder dalam mengembakan Situ Gede
Tasikmalaya. Data dikumpulkan melalui wawancara semi-terstruktur dan dengan
kuisioner yang diberikan kepada empat perwakilan stakeholder bagian dari model
pentahelix. Teknik snowball sampling digunakan sebagai teknik pemilihan
informan. Hasil penelitian menunjukan bahwa diperoleh 4 stakeholder utama yang
terdiri dari 2 stakeholder primer yaitu pihak pemerintah dan 2 stakeholder sekunder
yaitu pihak komunitas dan pelaku usaha. Dalam klasifikasi berdasarkan matriks
pengaruh kepentingan, pemerintah termasuk dalam kategori pemain andalan,
komunitas termasuk dalam kategori pengatur konteks, dan pelaku usaha sebagai
penonton. Masing masing stakeholder kemudian dianalisis lebih dalam terkait
hubungan antar stakeholder dengan menggunakan metode actor linkage yang
memiliki 3 kategori pengklasifikasian yaitu hubungan saling melengkapai,
kerjasama dan potensi konflik. Kemudian dirumuskan strategi peningkatan peran
dan kolaborasi stakeholder ke dalam 5 usulan strategi. Penelitian ini menyarankan
perlunya menambahkan pihak akademisi dan media serta membuat kebijakan baru
terkait tata kelola pelaku usaha di Situ Gede Kota Tasikmalaya.

The sustainable tourism development in Situ Gede, Tasikmalaya City, has a
close relationship and involvement with stakeholders. This study aims to identify
and analyze the roles of stakeholders involved in realizing sustainable tourism in
Situ Gede, Tasikmalaya City. The research method used is qualitative descriptive
because it is used to obtain a picture of the role of stakeholders in developing Situ
Gede, Tasikmalaya. Data was collected through semi-structured interviews and
questionnaires given to four stakeholder representatives as part of the pentahelix
model. Snowball sampling technique was used as a technique for selecting
informants. The results showed that there were 4 main stakeholders consisting of 2
primary stakeholders, namely the government and 2 secondary stakeholders,
namely the community and business. In the classification based on the importance
influence matrix, the government is included in the category of key players, the
community is included in the category of context setters, and business as crowd.
Each stakeholder was then analyzed in more detail regarding the relationship
between stakeholders using the actor linkage method which has 3 classification
categories, namely complementary relationships, cooperation, and potential
conflicts. Then, strategies for increasing the role and collaboration of stakeholders
are formulated into 5 proposed strategies. This study suggests the need to add
academics and the media and also to make new policies related to the management
of business actors in Situ Gede, Tasikmalaya City.
