Abstract
Badan Usaha Milik Desa (BUMDes) memiliki posisi yang strategis dalam upaya memberdayakan masyarakat Desa Ciawigajah melalui beberapa unit usaha yang dikelola. Tujuan dari penelitian ini untuk mendeskripsikan data mengenai : 1) Peran pendamping desa dalam pengelolaan program BUMDes 2) Strategi pendamping desa dalam upaya meningkatkan pendapatan asli Desa Ciawigajah 3) Faktor yang dapat menjadi pendukung dan penghambat dalam pengelolaan program BUMDes desa Ciawigajah. Konsep yang digunakan dalam penelitian ini adalah konsep pengelolaan, dan pemberdayaan masyarakat. Penelitian ini mengunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data menggunakan wawancara, observasi dan studi dokumentasi. Subjek pada penelitian berjumlah 5 orang dengan kategori satu orang pendamping desa Ciawigajah, satu orang Ketua BUMDes Mitra Usaha Bangun Desa, satu orang Kepala Desa, dan dua orang anggota BUMDes. Hasil penelitian yang diperoleh 1) Pendamping desa berperan aktif dan melakukan tugasnya dalam pengelolaan program BUMDes baik sebagai planner dengan menampung aspirasi kelompok, mengumpulkan informasi statistik desa dan data keuangan, serta menyiapkan alternatif kegiatan untuk pencapaian tujuan. Organizer dengan melakukan perekrutan anggota BUMDes, memberikan pelatihan, berperan aktif dalam pembagian tugas dan wewenang pengelola BUMDes, dan menentukan struktur organisasi. Coordinator melakukan koordinasI dengan pihak internal dn eksternal. Controller dengan melakukan evaluasi target, berperan aktif dalam memberikan solusi dan memberikan insight positif dari hasil evaluasi. 2) Strategi pendampingan yang dilakukan oleh pendamping desa yaitu menerapkan strategi pendampingan community development dan community organizing dengan melalui beberapa tahapan. Perencanaan : koordinasi, identifikasi sumber daya manusia, dan penetapan tujuan. Pelaksanaan : implementasi, materi pendampingan, dan metode pendampingan. Evaluasi: bentuk evaluasi, pelaksanaan evaluasi, dan evaluasi berkala. 3) Faktor pendukung dan penghambat dalam pengelolaan program BUMDes, faktor pendukung : sumber daya manusia yang memiliki kesadaran untuk dapat membangun desa, sumber daya alam dengan adanya sumber mata air yang dimanfaatkan menjadi PAM desa dan AMDK Ciawiwater. Penghambat : kurangnya penguasaan teknologi bagi para pengelola BUMDes, kurangnya penguasaan pemasaran digital untuk mencakup pasar yang lebih luas, dan belum adanya kemitraan yang mau untuk menjadi investor tehadap unit usaha program BUMDes. Village-Owned Enterprises (BUMDes) have a strategic position in efforts to empower the Ciawigajah Village community through several managed business units. The aim of this research is to describe data regarding: 1) The role of village assistants in managing the BUMDes program 2) Village assistant strategies in an effort to increase the original income of Ciawigajah Village 3) Factors that can be supporting and inhibiting factors in managing the BUMDes program in Ciawigajah village. The concepts used in this research are the concepts of management and community empowerment. This research uses a qualitative approach with descriptive methods. Data collection techniques use interviews, observation and documentation studies. The subjects in the research were 5 people with the categories: one Ciawigajah village assistant, one Chairman of BUMDes Mitra Usaha Bangun Desa, one Village Head, and two members of BUMDes. The research results obtained were 1) Village assistants played an active role and carried out their duties in managing the program BUMDes is good as a planner by accommodating group aspirations, collecting village statistical information and financial data, and preparing alternative activities to achieve goals. Organizers by recruiting BUMDes members, providing training, formulating the duties of BUMDes members, playing an active role in dividing the duties and authority of BUMDes managers, and determining the organizational structure. Coordinator coordinates between BUMDes managers and village agencies, and communicates with external village parties such as work partners. The controller, by evaluating targets according to predetermined indicators, plays an active role in providing solutions to errors that occur and provides positive insight from the results of the evaluation. 2) The mentoring strategy carried out by village assistants is implementing community development and community organizing mentoring strategies through several stages. Planning: coordination, identification of human resources, and goal setting. Implementation: implementation, mentoring materials, and mentoring methods. Evaluation: forms of evaluation, implementation of evaluation, and periodic evaluation. 3) Supporting and inhibiting factors in managing the BUMDes program, supporting factors: human resources who have the awareness to be able to develop villages, abundant natural resources with springs that are utilized as village PAM and Ciawiwater AMDK, adequate facilities and infrastructure , there is support from partnerships for the implementation of mentoring. Inhibitors: lack of technological mastery for BUMDes managers, lack of broader digital marketing mastery, and lack of partnerships willing to become investors in BUMDes program business units.
