Abstract

Asesmen Kompetensi Minimum (AKM) alat evaluasi dalam Asesmen Nasional yang mengukur literasi membaca dan numerasi peserta didik untuk meningkatkan mutu pendidikan. Idealnya AKM perlu dikembangkan secara lintas pelajaran di kelas, namun realitanya pengembangan AKM masih terbatas karena kurangnya kesiapan pendidik dan sekolah. Penelitian ini bertujuan untuk mengembangkan instrumen AKM pada materi Dinamika Atmosfer. Penelitian menggunakan metode R&D dengan model pengembangan D&V yang dimodifikasi dengan prosedur desain AKM dari Pusmenjar sehingga tahapannya meliputi Perencanaan, Pengembangan, Validasi, dan Uji Coba & Analisis Data. Subjek penelitian terdiri 5 ahli pendidikan Geografi sebagai validator dan 32 peserta didik kelas XI IPS-3 SMAN 14 Bandung sebagai paserta uji coba instrumen. Produk yang dihasilkan yakni Instrumen AKM Dinamika Atmosfer berjumlah 36 soal (18 literasi membaca & 18 literasi Matematika). Hasil penelitian menunjukkan produk instrumen layak berdasarkan: (1) Uji validitas isi menggunakan indeks V Aiken, dimana secara keseluruhan valid dalam aspek isi, konstruksi, dan bahasa. Sementara validasi empiris dengan analisis koefisien korelasi point biserial, hasilnya 26 soal valid dan 10 tidak valid dan revisi. (2) Uji Relibilitas dengan koefisien Kuder Richardson 20, diperoleh koefisien 0,841 yang berati sangat reliabel. (3) Uji tingkat kesukaran, diperoleh hasil bahwa soal dalam instrumen terdiri dari 3 mudah, 24 sedang, dan 9 sulit, dimana kesesuaian dengan yang telah ditetapkan mencapai 53%. (4) Uji daya pembeda soal, diperoleh hasil bahwa soal dalam instrumen terdiri dari 2 sangat baik, 20 baik, 12 cukup, dan 2 jelek. Secara keseluruhan, instrumen memiliki kualitas yang baik, meskipun memerlukan revisi. Rekomendasi yang disarankan adalah instrumen disempurnakan dengan uji coba skala besar dan revisi. Minimum Competency Assessment (MCA) is an evaluation tool in the National Assessment that measures students' literacy in reading and numeracy to improve the quality of education. Ideally, MCA needs to be developed across subjects in the classroom. However, in reality, the development of MCA is still limited due to the lack of readiness among educators and schools. This research aims to develop the MCA instrument on the topic of Atmospheric Dynamics. The research employs the Research and Development (R&D) method and uses the Development and validation (D&V) development model, which is subsequently modified with the MCA design procedures from Pusmenjar. As a result, the stages encompass Planning, Developing, Validating, Testing & Data Analysis. The research subjects consist of 5 Geography education experts as validators and 32 students from grade XI IPS-3 at SMAN 14 Bandung as instrument testing participants. The resulting product is the Atmospheric Dynamics MCA Instrument consisting of 36 questions (18 reading literacy and 18 numeracy). The research findings indicate that the instrument product is valid based on: (1) Content validity testing using the V Aiken index, where overall validity is established in content, construction, and language. Meanwhile, empirical validation using point-biserial correlation coefficient analysis resulted in 26 valid questions and 10 invalid questions requiring revision. (2) Reliability testing with the Kuder Richardson 20 coefficient, obtaining a coefficient of 0.841, indicating high reliability. (3) Difficulty level testing, revealing that the instrument questions include 3 easy, 24 moderate, and 9 difficult questions, achieving a compliance rate of 53% with the predetermined difficulty levels. (4) Item discrimination testing yields results that the instrument includes 2 very good, 20 good, 12 fair, and 2 poor items. Overall, the instrument demonstrates good quality, although some revisions are necessary. Recommendations include refining the instrument through large-scale testing and revision.
