Abstract

Salah satu prioritas pemerintah untuk meningkatkan pengetahuan, keterampilan, keahlian dan sikap professional ASN yang menganut asas-asas pengadaan ialah melalui kegiatan pendidikan dan pelatihan. Pelatihan pengadaan barang/jasa pemerintah kompetensi level – 1 tahun 2022 diselenggarakan melalui LMS dalam rangka menumbuhkan sikap kemandirian belajar (self directed learning) dan memudahkan para ASN dalam memenuhi kebutuhan pelatihan dengan waktu pembelajaran yang fleksibel. Penelitian ini bertujuan untuk mendeskripsikan model self directed learning yang dilakukan oleh peserta pelatihan yang dilihat dari aspek awareness, learning strategies, learning activities, evaluation dan intrapersonal skill. Kajian teori pada penelitian ini berdasarkan pada konsep model Self Directed Learning, konsep pelatihan, konsep Learning Management System, dan konsep pengadaan barang/jasa pemerintah. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif dan teknik pengumpulan data melalui wawancara, observasi serta studi dokumentasi. Subjek penelitian berjumlah enam orang, terdiri dari satu orang penyelenggara, satu orang widyaiswara, dan empat orang peserta pelatihan. Berdasarkan hasil temuan penelitian, teridentifikasi bahwa seluruh aspek yang mendasari model self directed learning terdapat pada diri peserta berpredikat lulus, sedangkan pada diri peserta yang tidak lulus aspek learning activities dan aspek evaluation tidak menjadi perhatian dalam proses pembelajaran yang dilakukan oleh peserta pelatihan. Berdasarkan hal tersebut terdapat kesenjangan dalam dua buah aspek pada model yang dilakukan oleh peserta berpredikat lulus dengan peserta berpredikat tidak lulus, hal ini diprediksi menjadi salah satu masalah yang menyebabkan tingkat kelulusan dalam pelatihan masih tergolong rendah padahal pelatihan dilaksanakan menggunakan model pembelajaran yang serupa. One of the government's priorities for increasing the knowledge, skills, expertise and professional attitude of ASN which adheres to the principles of procurement is through education and training activities. Training on government procurement of goods/services competency level – 1 in 2022 is held through the LMS in order to foster an attitude of self-directed learning and make it easier for ASN to meet training needs with flexible learning time. This study aims to describe the self-directed learning model carried out by trainees from the aspects of awareness, learning strategies, learning activities, evaluation and intrapersonal skills. Theoretical study in this study is based on the concept of the Self Directed Learning model, the training concept, the Learning Management System concept, and the concept of government goods/services procurement. The research method used is descriptive method with a qualitative approach and data collection techniques through interviews, observation and documentation studies. The number of research subjects consisted of six people consisting of one person as the organizer, one person as a widyaiswara, and four people as training participants. Based on the research findings, it was identified that all the aspects underlying the self-directed learning model were found in the participants with the predicate of graduating, whereas for participants who did not pass the learning activities aspect and the evaluation aspect were not a concern in the learning process carried out by the trainees. Based on this, there are gaps in two aspects of the model carried out by participants with a pass predicate and participants with a failure predicate, this is predicted to be one of the problems that causes the pass rate in training to be still relatively low even though the training is carried out using a similar learning model.
