Abstract

Maraknya kasus kekerasan seksual pada anak yang sering terjadi saat ini menjadi kekhawatiran di masyarakat. Hal tersebut banyak terjadi atas keterbatasan dan tabunya orang tua sebagai orang dewasa dalam mengenalkan pendidikan seksualitas pada anak. Berbagai upaya telah ditempuh untuk mengatasi problematika ini salah satunya melalui program pemberdayaan kader PKK. Di mana para kader PKK ini melalui proses pengembangan kapasitas yang diselenggarakan dapat mendorong untuk menjadi agen penggerak di masyarakat yang terlibat aktif dalam mencegah kasus kekerasan seksual. Berdasarkan hal tersebut, peneliti melakukan penelitian untuk mengetahu proses pengembangan kapasitasnya, keterlibataan stakeholder dalam proses penyelenggaraan program, dan hasil program pemberdayaan melalui proses pengembangan kapasitas ini. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Pengumpulan data yang dilakukan melalui teknik pengumpulan data wawancara, observasi, dan dokumentasi. Informan penelitian menggunakan purposive sampling dengan jumlah 4 orang informan diantaranya dua orang peserta, satu orang isntruktur pelatihan (narasumber program), dan satu orang pihak penyelenggara program. Lokasi penelitian ini dilakukan di Desa Sudi Kecamatan Ibun Kabupaten Bandung. Berdasarkan hasil temuan penelitian yang telah dilakukan menunjukkan bahwa: 1) penyelenggaraan pada program ini hanya menempuh empat tahapan dari lima tahapan idealnya. Empat tahapan tersebut diantaranya tahap pada fase persiapan, analisis, perencanaan, dan implementasi. 2) dalam penyelenggaraannya program ini melibatkan stakeholder lain selain penyelenggara program seperti tokoh masyarakat, pemerintah desa setempat, instruktur pelatihan, dan peserta program. 3) ada pun hasil dari program ini adalah adanya kelanjutan program yang masih dilanjutkan oleh beberapa peserta dalam melakukan penyuluhan di masyarakat. The rise of cases of sexual violence against children that often occur today is a concern in society. This happens a lot due to the limitations and taboos of parents as adults in introducing sexuality education to children. Various efforts have been taken to overcome this problem, one of which is through the PKK cadre empowerment program. Where the PKK cadres through the capacity building process held can encourage them to become activating agents in the community who are actively involved in preventing cases of sexual violence. Based on this, researchers conducted research to find out the capacity building process, stakeholder involvement in the program implementation process, and the results of the empowerment program through this capacity building process. This research uses a descriptive method with a qualitative approach. Data collection was carried out through interview data collection techniques, observation, and documentation. Research informants used purposive sampling with a total of 4 informants including two participants, one training instructor (program resource person), and one program organizer. The location of this research was conducted in Sudi Village, Ibun District, Bandung Regency. Based on the findings of the research that has been conducted, it shows that: 1) the implementation of this program only takes four of the five stages ideally. These four stages include the stages in the preparation, analysis, planning, and implementation phases. 2) the implementation of this program involves other stakeholders besides program organizers such as community leaders, local village government, training instructors, and program participants. 3) the results of this program are the continuation of the program which is still being continued by several participants in conducting outreach in the community.
