Abstract

Badan Usaha Milik Desa (BUMDES) memiliki posisi yang strategis dalam upaya
memberdayakan masyarakat Desa Cisaat yang berbasis pada potensi dan keaarifan lokal
setempat. Tujuan dari penelitian ini untuk mendeskripsikan data mengenai: 1) Penerapan
strategi yang dilakukan oleh BUMDES Cisaat melalui program desa wisata 2) Hasil
penerapan strategi pemberdayaan BUMDES melalui program desa wisata terhadap
peningkatan pendapatan desa 3) Faktor pendukung dan penghambat penerapan strategi
pemberdayaan BUMDES melalui program desa wisata. Konsep yang digunakan dalam
penelitian ini adalah konsep pemberdayaan masyarakat, program desa wisata, dan juga
pendapatan. Penelitian ini mengunakan pendekatan kualitatif dengan metode deskriptif.
Teknik pengumpulan data menggunakan wawancara, observasi dan studi dokumentasi.
Subjek pada penelitian berjumlah 4 orang dengan kategori satu orang pengelola BUMDES
Cisaat, satu orang kepala desa, satu orang ketua BPD, dan satu orang pendamping Desa
Cisaat. Hasil penelitian yang diperoleh 1) Penerapan strategi melalui program desa wisata
terdapat persiapan program: terdiri dari latar belakang program, landasan, tujuan, sasaran
dan juga langkah persiapan. Pengkajian terdiri proses penyusunan dan keterlibatan
masyarakat. Perencanaan: identifikasi SDM, struktur, tugas dan fungsi, dan sosialisasi.
Pelaksanaan: strategi BUMDES, pemasaran, media, sarana prasarana, dan kemitraan.
Evaluasi: bentuk evaluasi, pelaksanaan evaluasi, dan evaluasi berkala. 2) Hasil penerapan
strategi melalui program desa wisata terdapat kemandirian dan keberlanjutan. Dalam
kemandirian diukur melalui pendapatan, tingkat kepuasan warga sekitar, dan juga tingkat
keberhasilan lembaga 3) Faktor pendukung dan penghambat dalam program desa wisata,
faktor pendukung: mendapatkan dukungan dari kemitraan adanya pelatihan untuk
masyarakat. Faktor penghambat: masyarakat yang belum berpartisipasti aktif dalam
kegiatan program ini, selain itu juga minimnya keterbatas modal atau pendanaan dalam
pengembangan program ini
Village Owned Enterprises (BUMDES) have a strategic position in an effort to empower
the Cisaat Village community based on local potential and local wisdom. The purpose of
this study is to describe data regarding: 1) Implementation of the strategy carried out by
BUMDES Cisaat through the village tourism program 2) Results of implementing the
BUMDES empowerment strategy through the village tourism program in increasing village
income 3) Supporting and inhibiting factors for implementing the BUMDES empowerment
strategy through the village program tour. The concepts used in this study are the concept
of community empowerment, tourism village programs, and also income. This research
uses a qualitative approach with descriptive methods. Data collection techniques using
interviews, observation and documentation studies. The subjects in the study were 4 people
with the category of one manager of the Cisaat BUMDES, one village head, one BPD
chairman, and one Cisaat Village assistant. The research results obtained 1) The
implementation of the strategy through the tourism village program included program
preparation: consisting of the program background, the foundation of the objectives, the
goals and also the preparatory steps. The assessment consists of the process of drafting and
community involvement. Planning: identification of human resources, structure, tasks and
functions, and socialization. Implementation: BUMDES strategy, marketing, media,
infrastructure, and partnerships. Evaluation: form of evaluation, implementation of
evaluation, and periodic evaluation. 2) The results of implementing the strategy through
the tourism village program are independence and sustainability. In independence, it is
measured through income, the level of satisfaction of local residents, and also the success
rate of the institution. 3) Supporting and inhibiting factors in the tourism village program,
supporting factors: getting support from partnerships with training for the community.
Inhibiting factors: people who have not participated actively in the activities of this
program, besides that there is also limited capital or funding in developing this program
