Abstract

Secara aspek klimatologis, Indonesia menjadi salah satu negara yang rawan akan banjir. Berdasarkan data BNPB, pada tahun 2020 tercatat 1.518 kejadian banjir. Provinsi Jawa Barat menduduki posisi kedua terbanyak dilanda oleh banjir dengan salah satu administrasi kotanya dikenal dengan sebutan Kota Hujan, yakni Kota Bogor karena memiliki intensitas curah hujan tinggi. Banjir dianggap bencana ketika melibatkan faktor manusia, apabila tidak melibatkan faktor manusia maka banjir tidak dianggap sebuah bencana. Pemaknaan rawan banjir ini sendiri diartikan belum pasti terjadi banjir namun memiliki potensi untuk terjadi banjir. Penelitian ini bertujuan untuk memetakan prosedur analisis tingkat kerawanan banjir di Kota Bogor berbasis Sistem Informasi Geografis, mengetahui persebaran luas dan persentase daerah rawan banjir di Kota Bogor serta mengetahui kesesuaian antara hasil pemetaan dengan fakta di lapangan. Penelitian ini menggunakan metode analisis spasial berupa scoring dan overlay. Penggunaan parameter untuk dilakukan scoring dan overlay seperti; kemiringan lereng, ketinggian lahan, jenis tanah, curah hujan, penggunaan lahan, dan buffer sungai tanpa melibatkan faktor manusia. Hasil akhir dari penelitian menunjukkan, pertama prosedur analisis tingkat kerawanan banjir berbasis SIG secara garis besar menggunakan overlay dan field calculator. Kedua, luas dan persentase kerawanan di Kota Bogor berada di 4 kategori yakni kategori sangat rawan seluas 16,645 Km2 (14,1%), kategori rawan seluas 94,355 Km2 (79,5%), kategori cukup rawan seluas 6,225 Km2 (5,3%) dan kategori tidak rawan seluas 1,315 Km2 (1,1%). Ketiga, tingkat persentase kesesuaian hasil pemetaan berbasis SIG secara keseluruhan adalah 80,5% sehingga dapat memberikan informasi terkait daerah rawan banjir di Kota Bogor. From a climatological aspect, Indonesia is a country prone to flooding. Based on BNPB data, in 2020 there were 1,518 flood events recorded. West Java Province occupies the second position most affected by floods with one of its city administrations known as the City of Rain, namely Bogor City because it has high rainfall intensity. Floods are considered a disaster when they involve the human factor, if they do not involve the human factor then floods are not considered a disaster. The meaning of flood hazard itself means that flooding is not certain but has the potential to occur. This study aims to map the analytical procedures for the level of flood hazard in Bogor City based on Geographic Information Systems, determine the distribution of areas and the percentage of flood hazard areas in Bogor City, and determine the suitability between the mapping results and the facts on the ground. This study uses spatial analysis methods in the form of scoring and overlay. Use of parameters for scoring and overlaying such as; slope, land elevation, soil type, rainfall, land use, and river buffers without involving the human factor. The final results of the study show, firstly, the GIS-based flood hazard analysis procedure outlined using an overlay and a field calculator. Second, the area and the percentage of hazard in Bogor City are in 4 categories, namely the very hazard category covering 16,645 Km2 (14.1%), the hazard category covering 94,355 Km2 (79.5%), the moderately hazard category covering 6,225 Km2 (5.3%) and a non-hazard category of 1.315 Km2 (1.1%). Third, the percentage level of conformity of GIS-based mapping results as a whole is 80.5% so that it can provide information related to flood-hazard areas in Bogor City.
