Abstract
Sport policy often has a dual focus, elite sport and the degree of societal participation. The success of elite sport in many countries has become the most distinctive aspect of national sports policy and is an “irresistible priority”. Current elite sport literature reports that the development of elite sport is characterized by increasing institutionalization, government involvement, and homogenization. Therefore, sports development policies will not be separated from the funding that must be prepared to achieve the goal. This research is a descriptive research which explains how sports funding is used to achieve the target of the West Java Youth and Sport Agency's strategic plan for 2019-2021, so that in 2022 West Java is selected to become a Young Talent Development Center. The research uses a Logical Framework approach to see how the sports program is implemented as a whole, researchers also try to compare it with The Sports Policy Factors Leading to International Sporting Success (SPLISS) to see which pillars have been implemented in West Java province to achieve international sports success.
