Abstract

Permasalahan lingkungan saat ini sangat menghawatirkan, manusia banyak yang tidak peduli dengan lingkungan alam, sampah-sampah limbah masyarakat dibiarkan saja, tanpa ada proses pengolahan sampah tersebut. ini menjadi masalah serius jika dibiarkan, akan menjadi masalah besar terkait pencemaran lingkungan. Oleh sebab itu perlu adanya program atau kebijakan untuk menangani hal tersebut. salah satunya melalui program kelompok swadaya masyarakat sahabat lingkungan TPS 3 R. Kelompok Swadaya Masyarakat Sahabat Lingkungan yang merupakan organisasi yang terbentuk sebagai bagian dari program TPS 3R memiliki peran yang sangat penting di dalam berjalannya program TPS 3R di TPS 3R Baraya Runtah Desa Sukaluyu Kabupeten Karawang, bersama dengan dinas lingkungan hidup Kabupeten Karawang, Kelompok Swadaya Masyarakat Sahabat Lingkungan merekrut masyarakat setempat untuk ikut bergabung ke dalam program TPS 3R, masyarakat yang bergabung mengikutin program TPS 3R bernama kelompok masyarakat penerima manfaat, yang kemudian ikut bekerjasama melakukan pengolahan sampah di TPS 3R Baraya Runtah. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Subjek penelitian ini adalah ketua KSM Sahabat Lingkungan, DLHK, petugas TPA Jalupang, masyarakat berpenghasilan rendah, masyarakat berpenghasilan sedang, dan masyarakat berpenghasilan tinggi. Hasil dari penelitian ini menunjukkan bahwa: 1) program TPS 3R Baraya Runtah merupakan wujud dari kewarganegaraan ekologis, dimana masyarakat sadar akan kepedulian lingkungan. 2) kolaborasi melibatkan berbagai pihak, baik pemerintah, masyarakat dan pihak lainya, dapat disebut kolaborasi pentahelix . 3) efektivitas program TPS 3R dapat dilihat dalam perubahan pola prilaku masyarakat dalam mengolah sampah dan sadar tentang kepedulian lingkungan. 4) dalam proses pelaksanaan masih belum efektif, masih terdapat hambatan-hambatan di lapangan pada saat proses penerapan program tersebut, seperti kekurangan jumlah SDM, dan terjadinya kerusakan pada beberapa mesin pengolahan sampah yang menyebabkan proses pengolahan sampah menjadi terganggu. Adanya perubahan pola prilaku masyarakat dan sadar akan pentingnya menjaga lingkungan, pengolahan limbah, daur ulang, partisipasi dalam kegiatan lingkungan, seperti penanaman pohon, kampanye pelestarian lingkungan, dan dukungan terhadap organisasi serta inisiatif yang berfokus pada perlindungan lingkungan. Environmental problems are currently very worrying, many people do not care about the natural environment, community waste is left alone, without any processing of this waste. This is a serious problem if left unchecked, it will become a big problem related to environmental pollution. Therefore it is necessary to have a program or policy to deal with this. one of them is through the TPS 3 R friendly self-help community group program. The Environmental Friendly Community Self-Help Group, which is an organization formed as part of the TPS 3R program, has a very important role in the running of the TPS 3R program at TPS 3R Baraya Rutah, Sukaluyu Village, Karawang Regency, together with the environment service for the Karawang Regency, the Non-Governmental Friendly Community Group recruited the local community to join the TPS 3R program, the people who joined the TPS 3R program were named beneficiary community groups, which then worked together to carry out waste processing at TPS 3R Baraya Rutah . This research uses a qualitative approach with a case study method. The subjects of this study were the heads of KSM Friends of the Environment, DLHK, Jalupang TPA officers, low-income communities, medium-income communities, and high-income communities. The results of this study indicate that: 1) the TPS 3R Baraya Rutah program is a form of ecological citizenship, where people are aware of environmental concerns. 2) Collaboration involving various parties, both government, community and other parties, can be called pentahelix collaboration. 3) the effectiveness of the TPS 3R program can be seen in changes in people's behavior patterns in processing waste and being aware of environmental concerns. 4) the implementation process is still not effective, there are still obstacles in the field during the program implementation process, such as a shortage of human resources, and damage to several waste processing machines which causes the waste processing process to be disrupted. Changes in people's behavior patterns can be said to be ecological citizens who are aware of the importance of protecting the environment, reducing waste, recycling, participating in environmental activities, such as tree planting, environmental preservation campaigns, and support for organizations and initiatives that focus on environmental protection.
