Abstract

Rumah sakit merupakan instansi yang dibutuhkan masyarakat sebagai pelayanan di bidang
kesehatan. Masyarakat yang membutuhkan penanganan medis dapat datang ke salah satu unit
rumah sakit yaitu Instalasi Gawat Darurat (IGD). Instalasi Gawat Darurat merupakan bagian
dari rumah sakit yang selalu siaga selama 24 jam, sehingga masyarakat yang membutuhkan
penanganan dengan segera dapat mengunjunginya kapan saja. Oleh karena itu dibutuhkan
tenaga perawat yang siap sedia selama 24 jam, namun seorang perawat tidak dapat bekerja
penuh selama 24 jam selama sehari di rumah sakit atau bekerja pada shift yang sama selama
tiga hari atau lebih berturut-turut, karena dapat mempengaruhi kesehatan seorang perawat.
Penelitian ini membahas tentang penjadwalan perawat multi objektif menggunakan metode
Goal Programming. Metode Goal Programming untuk menyelesaikan masalah penjadwalan
perawat Instalasi Gawat Darurat (IGD) Rumah Sakit Umum Daerah Kota Bandung dengan
tujuan meminimumkan penyimpangan pada fungsi tujuan yaitu perawat tidak bekerja pada
shift malam lebih dari tiga hari berturut-turut dan menghindari pola kerja off-on-off, dengan
kendala yang berupa aturan dari rumah sakit yaitu memenuhi batas minimum perawat yang
bekerja pada shift pagi/sore/malam, perawat hanya akan mendapatkan satu shift setiap harinya,
perawat mendapatkan jatah libur lima hari setiap bulan, dan perawat tidak boleh mendapatkan
shift kerja pagi/sore lebih dari tiga hari berturut-turut. Hasil dari implementasi menunjukkan
bahwa metode goal programming berhasil diterapkan untuk menyelesaikan masalah
penjadwalan perawat di Rumah Sakit Umum Kota Bandung di mana seluruh aturan rumah
sakit tercapai.

Hospitals are institutions needed by the community as services in the health sector. People who
need medical treatment can goto one of the hospital units, namely the Emergency Department.
The Emergency Department is part of the hospital that is always on standby for 24 hours, so
that people who need immediate treatment can visit it at any time. Therefore it takes nurses
who are available for 24 hours, but a nurse cannot work full 24 hours during a day in the
hospital or work the same shift for three or more consecutive days, because it can affect the
health of a nurse. This study discusses the scheduling of multi-objective nurses using the Goal
Programming method. Goal Programming method to solve the problem of scheduling nurses
for the Emergency Department of the Bandung City General Hospital with the aim of
minimizing deviations in the function goal, namely nurses do not work on night shifts more
than three days in a row and avoid off-on-off work patterns, with constraints in the form of
rules from the hospital, namely meeting the minimum limit of nurses working in the
morning/evening/night shift, nurses will only get one shift per day, nurses get five days off every
month, and nurses cannot get morning/evening work shifts for more than three consecutive
days. The results of the implementation showed that the goal programming method was
successfully applied to solve the problem of scheduling nurses at the Bandung City General
Hospital where all hospital rules were achieved.
