Abstract

This research is about the history and background of the Aceh region to obtain regional autonomy starting from 1970-2005. This study aims to determine the history and background of Aceh in gaining regional autonomy and the efforts of the Indonesian Government in maintaining the integrity of the Republic of Indonesia as it is known that there is a movement in Aceh itself, known as GAM who wants to establish an independent Aceh state. The methodology used in this research is a historical methodology. This research has resulted in several conclusions that, the history and background of Aceh's regional autonomy experienced a very long phase, the dynamics that have been passed have occurred since the old order era, starting with the DII / TII incident to the rebellion of the Free Aceh Movement. Government policy factors are the underlying reasons for the many turmoil in Aceh, the large disparities between the regions and the central government in terms of development and the increasing poverty, which in fact is the result of infrastructure development and so on. Most of it comes from regional crops. The upheaval in Aceh that resulted in regional autonomy was carried out by GAM, the prolonged conflict with the central government took many victims, so that efforts to make a peace agreement, or also better known as the Memorandum of Understanding (MoU) were implemented in Helsinki, Finland. The agreement resulted in a peaceful agreement between the two parties and one of them was regarding the Aceh government concerned with regional autonomy. This makes Aceh different from other regions in Indonesia, where one of them is the Local Party and the Islamic Sharia Police.
